Hug Terry Morris Economic Development Committee Meeting Minutes - Final December 8, 2020 Page 1 of 1 Economic Development Committee Meeting Minutes - Final December 8, 2020 The Governor’s Office and the Illinois Department of Public Health activated a Tier 3 mitigation plan for all regions of the State of Illinois, effective Friday, November 20, 2020. In an effort to support these mitigation measures, the City of Joliet is limiting in person attendance in the council chambers to 10 people. During meetings, groups of 10 people will be staged in various locations within city hall. These groups will wait in areas with a live feed to the meeting until the Citizens to Be Heard on Agenda items section, the Public Hearing has commenced or the Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov OR register “To Be Called To Speak”. NEW OR OLD BUSINESS, FOR FINAL ACTION OR RECOMMENDATION RESOLUTION AUTHORIZING EXECUTION OF AN INCENTIVE AGREEMENT TONY’S FINER FOODS ENTERPRISE, INC. Mr. Conley, Economic Development Specialist, gave the Committee background information about the agreement. Mr. Frank Ingraffia, Tony's Fresh Market, appeared on behalf of the proposed agreement . Councilman Hug and Councilman Morris had a few questions and Mr. Ingraffia responded. A motion was made by Terry Morris, seconded by Larry E. The motion carried by the following vote: Aye: Hug and Morris Abstain: Lande RESOLUTION AUTHORIZING EXECUTION OF AN INCENTIVE TMP-0690 AGREEMENT TONY’S FINER FOODS ENTERPRISE, INC. Attachments: Resolution Exhibit A - Subject Property Exhibit B - Estimated Property Taxes Incentive Agreement APPROVAL OF ADDITIONAL HOURLY SERVICES REQUEST FOR FEE AUTHORIZATION – PROPOSED ROCK RUN CROSSING PUBLIC PRIVATE PARTNERSHIP Mr. Conley gave the Committee background information about the proposed fee authorization. Councilman Lande made a few comments. There was brief discussion among the Committee members. A motion was made by Terry Morris, seconded by Larry E. Hug, to recommend for approval by the full City Council the Additional Hourly Services Request for Fee Authorization - -Proposed Rock Run Crossing Public Private Partnership. The motion carried by the following vote: Aye: Hug and Morris Abstain: Lande APPROVAL OF ADDITIONAL HOURLY SERVICES REQUEST FOR FEE TMP-0691 AUTHORIZATION - PROPOSED ROCK RUN CROSSING PUBLIC PRIVATE PARTNERSHIP Attachments: EXHIBIT 1 - Joliet RRC DAS additional Services 3 NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Councilman Hug requested an update on the grocery store on Jackson Street.
