Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines
recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of
the public) while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

A motion was made by Terry Morris, seconded by Herb Lande, to approve the
minutes from the December 8, 2020 meeting. The motion carried by the
following vote:

NEW OR OLD BUSINESS, FOR FINAL ACTION OR RECOMMENDATION
APPROVAL OF AGREEMENT FOR PURCHASE AND SALE OF REAL
PROPERTY AT 11 E. CLINTON STREET, JOLIET, IL 60432
Mr. Derek Conley, Economic Development Director, gave the Committee background
information about the Scott Street parking deck agreement located at 11 E. Clinton Street.
Councilman Lande asked what Mr. Bay's involvement is in the project. Mr. Conley stated he
would like to purchase the property.
Mr. Bay's gave the Committee more background information about his various properties in
Joliet.
Councilman Morris inquired about the parking spaces as well as the garages. Mr. Conley and
Mr. Bays responded.
Councilman Lande asked who established the price. Mr. Conley responded.

Councilman Hug asked about the property taxes and Mr. Conley responded.
Mayor O'Dekirk spoke in support of the agreement with Mr. Bays and said it is a step in the
right direction for downtown Joliet.
A motion was made by Terry Morris, seconded by Herb Lande, to recommend for approval by
the full City Council the approval of the agreement for purchase and sale of real property at
11 E. Clinton Street. The motion carried by the following vote:

DISCUSSION OF ORDINANCE 4-34.1 TO ALLOW SALES OF SINGLE
SERVINGS OF ALCOHOLIC BEVERAGES FROM LIQUOR STORES
Mr. Conley gave the Committee background information about the ordinance to allow sales of
single servings of alcoholic beverages from liquor stores.
Councilman Hug said they could give opinions on the ordinance however he feels it should go
before the Land Use & Legislative Committee for review of changing an ordinance.
The Committee stated they feel the ordinance should be for everyone either way and not just
at specific locations.
Mr. Jack Bashir, owner of Ranch Liquor on Jefferson Street since 2006, stated that when he
purchased the property it was in a TIF area and he was paying minimal taxes for 2 years.
Then the taxes went up. A few years later there was a problem and the Liquor
Commissioner, at that time, and the Mayor decided they wanted to regulate the alcohol in the
city. The ordinance was supposed to be for the entire city. The owners on the west side
complained and the Liquor Commissioner changed his mind to regulate only Ranch Liquor,
Jackson Liquor and Mimi's Liquor. The Commissioner said it was because of the litter,
panhandling and alcohol consumption. Mr. Bashir would like the ordinance to be for all liquor
stores in Joliet and not just the few stores downtown Joliet.
Councilman Lande feels it should be all or none as well.
Mr. Sonny Trivedi, Jackson Liquor, agreed with Mr. Bashir, and said the elimination of single
serve alcohol has had a negative impact on his business.
Mr. Vijay Patel, Mimi's Liquor, feels it should be all liquor stores or none, that are able to sell
single serve.

Councilman Hug again suggested this topic go before the Land Use & Legislative Committee .
Councilman Morris does feel it should be reviewed again since times have changed.
There was minor discussion about Thornton's gas station on Collins Street.
