In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Present Terry Morris, Jan Hallums Quillman and Joseph Clement APPROVAL OF MINUTES TMP-2679 Attachments: 101321.pdf A motion was made by Jan Hallums Quillman, seconded by Joseph Clement, to approve minutes from the October 13, 2021 meeting. The motion carried by the following vote: Aye: Morris, Hallums Quillman and Clement CITIZENS TO BE HEARD ON AGENDA ITEMS Mr. Regis, Inspector General, stated there are 2 emails of public comments that were received and they have been forwarded to the Committee members. The Police Department Citizen Advisory Board had been tabled from the April meeting. The version being presented today is somewhat different than the last version. There have been a group of citizens that have been persistent in their efforts to move this forward. Mr. Karl Ferrell feels that it is not only necessary, but that the Citizen Review Board would also be very beneficial not only for the public but to the Police Department as well. He appeared in favor of the proposed Citizen Advisory Board. Ms. Bell, citizen, appeared before the Committee and echoed a few sentiments of Mr. Ferrell. There was discussion between the Committee members regarding the agenda item either being voted on or just being reviewed and discussed. Interim Police Chief Robert Brown said they have not seen the recent proposal or had the opportunity to discuss it with the unions and asked that it not be voted on yet . Councilman Morris inquired why no one looked at the website to view the agenda attachment or called the Legal Department to request the agenda item be sent to them for review . Mr. Regis said everyone knows his phone number etc. and no one has asked him for the agenda attachment or called him with any questions after seeing this topic was on the agenda today. Deputy Chief Sherrie Blackburn feels whoever will be the new Chief should be involved in this process. Councilman Clement requested the topic be tabled so that the Police Department has time to review the proposal. Councilwoman Quillman has concerns about the Board members being compensated for time and travel for appearance at regular meetings. None of the other Joliet committees or commissions get paid for attending meetings. Mr. Ferrell said he did see the revised document because it is posted on the website. Everyone in attendance today saw the document. Mr. Ferrell, citizen, said they are trying to ask for something that will benefit the citizens, to make it a more engaged community. They have already done their negotiations over the last 8 months at multiple meetings. He flew back last night to be at the meeting today and does not feel it is fair to put this off again because someone did not review the proposal . Councilwoman Quillman left the meeting at approximately 10:32 a.m. A citizen inquired why city staff did not view the agenda item when it was available on the website. Chairman Morris asked Mr. Regis whose responsibility is it to let the stakeholders know when the meeting is and how do they get a copy of the proposal. Mr. Regis responded it is their responsibility. If they are concerned about an issue then they need to pay attention to what is going on. There is a notice requirement that the City always complies with. The notice requirement is a public notice with 48 hours before a meeting. The agenda is public and the agenda items are made available to the public on the website. If anybody wants to know something his direct line is on the website and they can call him and ask him questions anytime. A motion was made by Joseph Clement, seconded by Terry Morris, to table the Police Department Citizen Advisory Board until some time in November. Mr. John Lucas said words lie and actions don't. There has not been any action. This has been on the table for 8 months. ADJOURNMENT A motion was made by Joseph Clement, seconded by Terry Morris, to adjourn.
