In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Present Councilman Terry Morris, Councilwoman Jan Quillman and Councilman Joe Clement APPROVAL OF MINUTES TMP-2720 Attachments: 102821.pdf A motion was made by Joseph Clement, seconded by Jan Hallums Quillman, to approve as amended the minutes from the October 28, 2021 meeting. The motion carried by the following vote: Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement CITIZENS TO BE HEARD ON AGENDA ITEMS Mr. Matt Breen, Vice-President of the FOP Supervisors Union, appeared with several questions and concerns about the Citizen Advisory Board. Councilwoman Quillman asked Mr. Breen if he had a copy of the new revised draft or an old draft. He responded he will have to look at it. Mr. Mike DeVito, President of the FOP Labor Council, gave a brief statement to the Committee. Ms. Christine Bright stated she is happy that the Police Unions are present. She gave some background information about the requests and needs of the proposed Citizen Advisory Board. Mr. Amin Falaq spoke in favor of the Citizen Advisory Board. He said the City Council needs to take a leadership role and establish something to save the citizens of Joliet their tax payer money. Ms. Suzanna Ibarra said this is about money to the tax payers of the City of Joliet and it's about saving lives of citizens and police officers. She requested that all parties come to the table to draft something that is agreeable. Mr. Karl Ferrell said they are not here to batter the Police and appreciate the officers that serve Joliet. It is a time for a system change because things are not working the right way. Councilman Morris stated his role in this is to allow citizens to be heard. It was decided at a Page 1 of 4 Land Use & Legislative Committee Meeting Minutes - Final November 8, 2021 previous City Council meeting that the proposed board should be before the Land Use and Legislative Committee. His main purpose is to be here and to hear the citizens. His vision for the board is that it would bring the citizens and the Police Department together. Councilman Clement thanked everyone who has had input from the beginning to today . He does not feel it is ready yet because too many people have not submitted their input . He has about 20 points to the current proposal that he did not speak on. As of today he can not support the proposal. Councilwoman Quillman agreed with what everyone has said today and does not feel it is ready yet. Mr. Regis gave some background history of how the draft got started as well as some changes that were done over the past year. Councilman Morris feels that now is the time to work on the draft and get to the final document. Councilman Clement mentioned a few items in the document that he was opposed to . Councilwoman Quillman is opposed to the board being compensated because no other board or commission receive compensation. Interim Police Chief Robert Brown feels the citizens should be heard but the unions have a collective bargaining agreement. He feels both parties are looking for the same outcome. He suggested the stakeholders that are involved are not just the union president and the unions but the attorneys as well. Deputy Chief Sherrie Blackburn said the union attorneys will really dissect what they can and can't do for the officers. She also suggested a smaller scale meeting with an open dialogue consisting of the union member and president or vice-president present. Deputy Chief Carlos Matlock suggested this negotiation process be longer than a meeting in another 10 days. PUBLIC COMMENT Ms. Candace Bell said it would be helpful to set a time frame for the next meeting. She stated it is not fair that they continue to show up and the remainder of the stakeholders do not show Page 2 of 4 Land Use & Legislative Committee Meeting Minutes - Final November 8, 2021 up. Ms. Rachel Ventura said people that have concerns about the document should contact the Council people and give the concerns to them so that they can represent them at the meetings. The Committee has the voices of stakeholders present and legal representation present today. She hopes that at the next public committee meeting they should be able to take a vote on it. Councilwoman Quillman asked Ms. Ventura if as a County Board Member have they instituted a Review Board for the Will County Sheriff. She responded there is a difference between the Sheriff and the Police Chief is that the Sheriff is elected by the people. They have accountability every day and every 4 years they get voted in. Ms. Trista Brown, Speak Up Organization, shared some personal experiences with the Committee. Ms. Bright spoke about some of Councilman Clement's suggestions from earlier in the meeting. Mr. Ferrell inquired what the next steps will be since there will not be a vote today. He suggested everyone be in the same room at the same time because the citizens have been present at every meeting. Mr. Breen said a lot of legal issues have to be vetted through the legal department with the FOP in Willow Springs. He will give them the most current document so they can go through it. He does not have an exact date of when they will be finished with their review. Deputy Chief Blackburn said there will be an agenda to follow when all stakeholders come to the next meeting. Deputy Chief Matlock suggested meeting again after the holidays in January. Councilman Morris feels that the attorneys should be able to review the document pretty quickly and possibly meet before the year ends. Councilwoman Quillman agreed with starting after the holidays in January. Councilman Clement agreed as well. It was decided that the stakeholders and attorneys will meet between now and January to finalize a document. When they are ready, they will let the Committee know to schedule another Land Use meeting to review and vote on the revised document sometime in January .
