ROLL CALL Present Councilman Terry Morris, Councilwoman Jan Hallums Quillman and Councilman Joe Clement APPROVAL OF MINUTES TMP-5081 Attachments: 121422 A motion was made by Councilwoman Jan Quillman, seconded by Councilman Joe Clement, to approve the Land Use & Legislative Committee Minutes from December 14, 2022. The motion carried by the following vote: Aye: Councilman Morris, Councilwoman Hallums Quillman and Councilman Clement CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Committee members do not generally respond to public comments. PY21 CDBG CONSOLIDATED ANNUAL PERFORMANCE EVALUATION (CAPER) TMP-5082 Attachments: Joliet 2021 CAPER FINAL Ms. McNichol, Neighborhood Services, updated the Committee on the PY21 CDBG Consolidated Annual Performance Evaluation (CAPER). Councilwoman Quillman inquired about the snow removal program. Ms. McNichol responded. Councilman Morris inquired about the Forest Park Community Center upgrades. Ms. McNichol responded. Councilman Clement asked what happens if they do not use all of the funding. Ms. McNichol explained. CDBG CITIZEN PARTICIPATION PLAN TMP-5083 Attachments: Citizen Participation Plan Citizen Participation Plan 2 Page 1 of 2 Land Use & Legislative Committee Meeting Minutes - Final January 11, 2023 Ms. McNichol explained the need to amend the CDBG Citizen Participation Plan. Councilwoman Quillman suggested a small flier added to the water bill or go to WJOL for information to be advertised about it. Councilman Clement also suggested the quarterly newsletter. CDBG STRATEGY MOVING FORWARD Ms. McNichol had some ideas about moving forward with CDBG. The members discussed their thoughts about it. Ms. McNichol wanted the Committee to know there will be a lot of paperwork involved in the application process. Ms. McNichol is going to ask the Mayor if the process should be with the Land Use & Legislative Committee or a different Committee. NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR RECOMMENDATION Mr. Regis mentioned the topic of having monthly meetings and if there are no agenda items then a meeting will not have to take place. Councilwoman Quillman said she can't commit to a specific monthly meeting. There was brief discussion about set monthly meetings. Councilwoman Quillman made a statement about someone that did not know when he needed to speak during the City Council meeting. She feels the instructions for public comments should be clarified better on the agendas. Councilman Clement inquired about the single-family rental inspection program. Mr. Regis responded.
