ROLL CALL Present Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Cesar Guerrero APPROVAL OF MINUTES TMP-5952 Attachments: 031323 A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to approve the Land Use & Legislative Committee Minutes from March 13, 2023. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero CITIZENS TO BE HEARD ON AGENDA ITEMS A citizen spoke in opposition to the ordinance amendment to limit time for public comment . Chairwoman Quillman agreed with his comments. Ms. Nora Gruenberg, Illinois Association of Realtors, spoke on behalf of the realtors and spoke in opposition to the ordinance amendment requiring disclosure of code violations and liens. Ms. Karen Robertson, realtor and Joliet resident, spoke about her experience with various residential transactions in real estate. Ms. Lindsey Hazdra, realtor, spoke in opposition to the ordinance amendment requiring disclosure of code violations and liens. Ms. Tanya Rand, realtor with Baird and Warner, spoke in opposition to the ordinance amendment for transfer tax. NORTHPOINT TRUCK BARRIER DISCUSSION TMP-5953 Attachments: Third Coast Truck Barrier Mr. Greg Ruddy, Director of Public Works, gave an update to the Committee regarding the NorthPoint truck barrier. The NorthPoint development coming in south of the City is proposed to be a closed truck campus and as part of that they want to limit truck access in and Page 1 of 5 Land Use & Legislative Committee Meeting Minutes - Final June 8, 2023 out of their Route 53 entrances. He displayed some of the entrance options. This was already discussed with the Fire Department. The Committee members agreed it was a good idea. AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 1, SECTION 2-25, RULES OF PROCEDURE ORDINANCE OF THE CITY OF JOLIET CODE OF ORDINANCES (AMENDING ORDINANCE TO LIMIT TIME FOR PUBLIC COMMENT) TMP-5954 Attachments: 3minutes Mr. Chris Regis, Deputy Corporation Counsel, gave background information about the ordinance amending Chapter 2, Article 1, Section 2-25, Rules of Procedure Ordinance of the City of Joliet Code of Ordinances (amending ordinance to limit time for public comment). A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to deny Amending Ordinance to Limit Time for Public Comment. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 1, SECTION 2-25, RULES OF PROCEDURE ORDINANCE OF THE CITY OF JOLIET CODE OF ORDINANCES (AMENDING ORDINANCE TO LIMIT TIME FOR COUNCIL MEMBER COMMENT ON ANY SINGLE ISSUE) TMP-5955 Attachments: 5minutes The Committee members spoke in opposition to the Ordinance Amending Chapter 2, Article I, Section 2-25, Rules of Procedure Ordinance of the City of Joliet Code of Ordinances (amending ordinance to limit time for council member comment on any single issue). A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to deny Amending Ordinance to Limit Time for Council Member Comment on Any Single Issue. A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Sherri Reardon, to approve Repealing Chapter 33, Weights and Measures. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero AN ORDINANCE REPEALING CHAPTER 21, ARTICLE 1, SECTION 21-12, ORDINANCE OF THE CITY OF JOLIET CODE OF ORDINANCES (REPEALING OBSOLETE SECTION REGARDING SMOKING REGULATIONS WHICH HAS BEEN RECODIFIED) TMP-5957 Attachments: 21-12repeal Mr. Regis gave background information about the Ordinance Repealing Chapter 21, Article I, Section 21-12, Ordinance of the City of Joliet Code of Ordinances (Repealing obsolete Section regarding smoking regulations which has been recodified). A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Sherri Reardon, to approve Repealing Obsolete Section Regarding Smoking Regulations Which Has Been Recodified. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero AN ORDINANCE AMENDING CHAPTER 18, ARTICLE XIX, SECTION 18-561, RESIDENTIAL TRANSFER INFORMATION AND DISCLOSURE FORM ORDINANCE OF THE CITY OF JOLIET CODE OF ORDINANCES (AMENDMENT REQUIRING DISCLOSURE OF CODE VIOLATIONS AND LIENS) TMP-5958 Attachments: violationdisclosure Mr. Regis gave background information regarding Ordinance Amending Chapter 18, Article XIX, Section 18-561, Residential Transfer Information and Disclosure Form Ordinance of the City of Joliet Code of Ordinances (Amendment requiring disclosure of code violations and liens). Councilman Guerrero asked what the current procedure is. Councilwoman Quillman said this ordinance amendment does not have anything to do with liens. Ms. Karen Robertson spoke about her experiences with clients. Mr. Regis will work with the realtors to work on some revisions to the ordinance amendment. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to table the Amendment Requiring Disclosure of Code Violations and Liens. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero AN ORDINANCE AMENDING CHAPTER 19, ARTICLE II, DIVISION 1, SECTION 19-150, TRUCK, SEMITRAILER, RECREATIONAL VEHICLE AND BUS PARKING ORDINANCE OF THE CITY OF JOLIET CODE OF ORDINANCES (ADDING RESTRICTION ON TRUCK PARKING ON PRIVATE PROPERTY) TMP-5960 Attachments: truckparking Mr. Regis gave background information about the Ordinance Amending Chapter 19, Article II, Division 1, Section 19-150, truck, semitrailer, recreational vehicle and bus parking ordinance of the City of Joliet Code of Ordinances (adding restriction on truck parking on private property). Mr. Regis answered the Committee members questions.
