ROLL CALL Present Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Cesar Guerrero APPROVAL OF MINUTES TMP-6737 Attachments: 101223 A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to approve the Land Use & Legislative Committee Minutes-10/12/23. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. AGENDA ITEMS TMP-6738 Attachments: Honorary Street Name - Maude Ave Winfrey Mr. Torri, Planning Director, gave background information about the honorary street name change request for Denise Winfrey. Ms. Julia Alexander also appeared before the Committee with further information about the request. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to recommend for approval the Honorary Street Name Request for E. Maude Avenue (Between S. Richards Street and Neal Avenue) to Denise Winfrey Way. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero TMP-6739 Attachments: Parking Lot Lighting Mr. Sean Mikos, Deputy Director of Public Works, appeared before the Committee with background information about the proposed ordinance adopting the parking lot lighting regulations. Page 1 of 3 Land Use & Legislative Committee Meeting Minutes - Final December 5, 2023 Councilwoman Quillman inquired about the dealership on Larkin Avenue across from Portillo's with the bright lighting. Mr. Mikos responded. A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Sherri Reardon, to recommend for approval the Ordinance Adopting the Parking Lot Lighting Regulations. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero TMP-6740 Attachments: Street Opening Pavement Restoration Regulations Mr. Sean Mikos, Deputy Director of Public Works, appeared before the Committee with background information about the proposed ordinance adopting the street opening and pavement restoration regulations. Councilwoman Reardon inquired about opening up roads for projects. Mr. Mikos responded. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to recommend for approval the Ordinance Adopting the Street Opening and Pavement Restoration Regulations. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero TMP-6742 Attachments: Draft Joliet Home Rule Paid Leave Exemption Ordinance (00780724xC010D) Mr. Jim Powers, Attorney, appeared before the Committee with a detailed explanation about the proposed ordinance declaring the City of Joliet exempt from the paid leave act. There was minor discussion. A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Sherri Reardon, to recommend for approval the Ordinance Declaring the City of Joliet Exempt from the Paid Leave Act. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero TMP-6743 Attachments: vapeamendment Page 2 of 3 Land Use & Legislative Committee Meeting Minutes - Final December 5, 2023 Mr. Chris Regis, Interim Corporation Counsel, gave background information about the amendments to the Joliet tobacco regulations. Councilman Guerrero inquired about the 1/2 mile distance between them. Mr. Regis responded. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to recommend for approval the Amendments to the Joliet Tobacco Regulations. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR RECOMMENDATION None.
