Plan Commission Meeting Minutes - Final November 19, 2020
The Governor’s Office and the Illinois Department of Public Health activated a Tier 2 mitigation plan for Region 7 (Will and
Kankakee Counties), Region 8 (DuPage and Kane Counties) and Region 5 (Southern Illinois), effective Wednesday,
November 11, 2020. The new mitigation plan limits in-person meetings to 10 people.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

A motion was made by Jim Capparelli, seconded by John Kella, to approve
Minutes from 10/15/20 Meeting. The motion carried by the following vote:

Mr. Torri stated the applicant is requesting the petition be tabled until the December 17, 2020
Plan Commission meeting.

A motion was made by Jim Capparelli, seconded by Jeff Crompton, to table the Preliminary
Planned Unit Development of 1801 Jefferson to the December 17, 2020 Plan Commission
meeting. The motion carried by the following vote:

NEW BUSINESS: PUBLIC HEARING
P-12-20: PRELIMINARY PLAT OF GAS N WASH THEODORE AND
DRAUDEN SUBDIVISION.
FP-7-20: FINAL PLAT OF GAS N WASH THEODORE AND DRAUDEN
SUBDIVISION.
Mr. Torri gave the Planning Staff Report.
Mr. Michael Hansen, Attorney at Law, appeared on behalf of the petition.
Commissioner Cox inquired about the detention pond. Mr. Hansen responded.
Chairman Dillon asked about a traffic light. Mr. Hansen responded.
Ms. Annette Zobar, lives east of the development on Drauden Road, appeared before the
Commission. She stated her concerns about the project regarding the height of the berm,
that it will be open 24 hours a day as well as if there will be traffic control. Mr. Hansen
responded to her concerns.
Mr. Gilberto Morales, 5922 Glass Pointe Circle, appeared in opposition to the petition due to
concerns about the noise and the lights. Mr. Hansen responded to his concerns.
Mr. Torri stated there was one more objector that resides to the east of the project . They
submitted their objection through the public comments website.
A motion was made by Jason Cox, seconded by Jim Capparelli, to recommend for approval
by the City Council the Preliminary and Final Plats of Gas N Wash Theodore and Drauden
Subdivision. The motion carried by the following vote:
Aye: Dillon, Kella, Capparelli, Cox, Crompton, Rousonelos and
Perez
