Plan Commission Meeting Minutes - Final February 18, 2021
Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines
recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of
the public) while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

A motion was made by John Kella, seconded by Jason Cox, to approve Minutes
from the January 21, 2021 Plan Commission Meeting. The motion carried by the
following vote:
Aye: Dillon, Kella, Cox, Crompton, Moore, Roehr and Perez
Absent: Rousonelos

PUD-1-21: FINAL PLANNED UNIT DEVELOPMENT FOR TIMBER OAKS
UNIT 3 SUBDIVISION.
Mr. Torri gave the Planning Staff Report.
Mr. Edward Mattox and Mr. Tom Carroll, Geotech, Inc., appeared on behalf of the petition.
Mr. Mattox stated there was an issue with the Fire Department that was discovered the day
before the meeting. He will work with the Fire Department and Staff to get everything
corrected to their specifications.
Chairman Dillon inquired about the hydrants. Mr. Carroll explained where the fire hydrants
were located.
Commissioner Cox said he spoke with the Fire Chief and heard of his concerns about the one
access into the development. He feels the issues with the Fire Department should be
resolved first.
Commissioner Roehr feels that there are still some concerns and that everything should be
corrected before the petition gets voted on.
Commissioner Crompton inquired what garage was removed from the plan. Mr. Carroll
responded.
There was minor discussion regarding the berm and the water detention basin.
Mr. Mattox said they can easily resolve all of the issues within a matter of weeks.
A motion was made by Brigette Roehr, seconded by Jason Cox, to table the Final Planned
Unit Development of Timber Oaks Unit 3 Subdivision for 60 days. The motion carried by the
following vote:
Aye: Dillon, Kella, Cox, Crompton, Moore, Roehr and Perez
Absent: Rousonelos
