As of August 30, 2021, Governor Pritzker announced a statewide indoor mask mandate for all Illinois residents, regardless of
vaccination status.
In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their

December 16, 2021 Plan Commission Minutes. The motion carried by the

He wanted to clarify that it was not his property being annexed.

Mr. Chris Spesia, Attorney, appeared on behalf of the petition. Mr. Spesia gave
further background information.
There was discussion regarding the traffic study.
Mr. Ed Harrington, CenterPoint Properties, spoke about the bridge.
A motion was made by Bob Wunderlich, seconded by John Dillon, to table the

Mr. Ildefonso Palacios appeared on behalf of the petition.
Commissioner Roehr inquired which lot Mr. Palacios is going to separate. Mr. Palacios
responded.
Ms. Marlene Lewis, 2713 Hoberg Drive, appeared in opposition to the petition
due to the lots being divided.
Mr. Joe Galli, resident on Hoberg Drive, appeared in opposition to the petition.
Ms. Marlene Mackiturten, feels the proposed project would greatly impact the
area and lower the value of existing houses by allowing 2 houses on one lot.
Mr. Eugene Schultz, 2684 Hoberg Drive, appeared in opposition to the petition.
Ms. Barbara Skins, 2889 Hoberg Drive, appeared in opposition to the petition.
Ms. Diane Hesilting, 2686 Hoberg Drive, appeared in opposition to the petition
due to the lots being divided.
Commissioner Roehr asked the petitioner if he was provided with the covenants
when he purchased the property. Mr. Palacios does not know if he received
them or not.
Commissioner Wunderlich reminded the residents that the Plan Commission is
not the final vote on the application. They only make a recommendation to the
Mayor and City Council and they make the final vote on it.
Mr. Clayton Thurston, Geotech, said when they resubdivide the property it does
not super cede the prior covenants or restrictions that go with that property. Mr.
Palacios is not looking to create new restrictions to it except for what the city
requirements are.
Chairman Dillon asked Mr. Regis, Legal Department, if the city is held to the
same standard as the covenants. Mr. Regis said the city is not held to that
standard, the owner is.

Ms. Ricky Nyer, 2688 Hoberg, said she was given the covenants when they
purchased and they were in compliance of it all.
A motion was made by Bob Wunderlich, seconded by John Kella, to table the
Preliminary Plat of Palacios Estates Subdivision, a Minor Subdivision, to the
March 17, 2022 Plan Commission meeting. The motion carried by the following
vote:
Aye: Dillon, Kella, Cox, Crompton, Roehr and Wunderlich
Absent: Moore, Perez and Rousonelos

Mr. Carmine Bottigliero, CenterPoint, said the existing facility adjacent to the east does
have truck repair.
Commissioner Cox inquired about the northwest corner that looks like trees on the
overview. Mr. Bottigliero said it is a wetland so they will stay out of that area.
No one appeared in opposition to the petition.
A motion was made by Bob Wunderlich, seconded by John Kella, to recommend
for approval by the City Council the Reclassification of 11.9 Acres West of 2800
Schweitzer Road from I-1 (Light Industrial) to I-TB (Intermodal
Terminal-Transportation Equipment) Zoning. The motion carried by the following
vote:
Aye: Dillon, Kella, Cox, Crompton, Roehr and Wunderlich
Absent: Moore, Perez and Rousonelos
