In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. CALL TO ORDER ROLL CALL Present John Kella, Jason Cox, Jeff Crompton, Fredrick "Rick" Moore, Roberto Perez, Marc Rousonelos and Bob Wunderlich Absent Brigette Roehr and John Dillon APPROVAL OF MINUTES TMP-3292 Attachments: 012022 A motion was made by Bob Wunderlich, seconded by Jeff Crompton, to approve the January 20, 2022 Plan Commission Minutes. The motion carried by the following vote: Aye: Kella, Cox, Crompton, Moore, Perez, Rousonelos and Wunderlich Absent: Roehr and Dillon CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. Kathy Garthus, Vetter Road, appeared in opposition to the petition to annex 23722 and 23828 Vetter Road. OLD BUSINESS: PUBLIC HEARING During the Public Hearing, members of the public will be allowed to present evidence and ask questions subject to the rules of the meeting. A-1-22: ANNEXATION OF 8.47 ACRES EAST OF N.E. FRONTAGE ROAD, CLASSIFICATION TO I-1 (LIGHT INDUSTRIAL) ZONING AND APPROVAL OF AN ANNEXATION AGREEMENT. (TO BE TABLED) TMP-3273 Attachments: A-1-22 - NE Frontage Road - Tabling Report - Copy Mr. Torri stated the main petitioner for this case passed away. A motion was made by Bob Wunderlich, seconded by Jason Cox, to table the Annexation of 8.47 Acres East of N.E. Frontage Road, Classification to I-1 (Light Industrial) Zoning and Approval of an Annexation Agreement, to the March 17, 2022 Plan Commission meeting. The motion carried by the following vote: Aye: Kella, Cox, Crompton, Moore, Perez, Rousonelos and Wunderlich Absent: Roehr and Dillon NEW BUSINESS: PUBLIC HEARING During the Public Hearing, members of the public will be allowed to present evidence and ask questions subject to the rules of the meeting. A-2-22: ANNEXATION OF 20.5 ACRES ON THE WEST SIDE OF VETTER ROAD, CLASSIFICATION TO I-1 (LIGHT INDUSTRIAL) ZONING AND APPROVAL OF AN ANNEXATION AGREEMENT. (WEST SIDE OF ROAD, 23722 & 23828) TMP-3279 Attachments: A-2-22 - Vetter Road Annexation - Combined Plan Commission Staff Report Mr. Torri gave the Planning Staff Report. Mr. Nathaniel Washburn, KGG, LLC, 111 N. Ottawa Street, Joliet, appeared on behalf of the petition. Mr. Regis, Deputy Corporation Counsel, stated the petitioner is aware that there is a recapture agreement that was passed by the City Council at their last meeting and there is an anticipated utility recapture agreement that will be on the next City Council agenda that will affect this property. Mr. Washburn responded he was aware that was a possibility and he will meet with Staff for further details. Commissioner Moore inquired about the number of employees. Mr. Washburn responded. Commissioner Kella asked if a traffic study would be required for the project. Mr. Ruddy, Director of Public Works, responded that a facility of this size one would not be required. Ms. Garthus, Vetter Road, asked about the fence around the property and expressed concerns about the short height of it. A motion was made by Fredrick "Rick" Moore, seconded by Roberto Perez, to Page 2 of 3 Plan Commission Meeting Minutes - Final February 17, 2022 recommend for approval by the City Council the Annexation of 20.5 Acres on the West Side of Vetter Road, Classification to I-1 (Light Industrial) Zoning and Approval of an Annexation Agreement. The motion carried by the following vote: Aye: Kella, Cox, Crompton, Moore, Perez, Rousonelos and Wunderlich Absent: Roehr and Dillon NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION None.
