CALL TO ORDER ROLL CALL Present John Dillon, John Kella, Jason Cox, Jeff Crompton, Roberto Perez, Brigette Roehr, Bob Wunderlich and Jason Heath Absent Marc Rousonelos APPROVAL OF MINUTES TMP-5154 Attachments: 121522 A motion was made by Jason Cox, seconded by Bob Wunderlich, to approve the Plan Commission Minutes from December 15, 2022. TMP-5115 Page 1 of 6 Plan Commission Meeting Minutes - Final January 19, 2023 Attachments: PUD-1-23_Staff Report Packet Mr. Torri gave the Planning Staff Report. Mr. Aaron Yashouafar appeared on behalf of the petition. No one appeared in opposition to the petition. A motion was made by John Kella, seconded by Jason Cox, to recommend for approval by the City Council the Preliminary Planned Unit Development, Amendment to Lot 6 Drauden Pointe Center Resubdivision. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Perez, Roehr, Wunderlich and Heath Absent: Rousonelos PUD-2-23: PRELIMINARY PLANNED UNIT DEVELOPMENT OF STEPPING STONES. (TO BE TABLED). TMP-5100 Attachments: PUD-2-23 & PUD-3-23 - Stepping Stones PUD - Request to Table Mr. Torri stated the petitioner is requesting the application be tabled until the February Plan Commission meeting. A motion was made by Roberto Perez, seconded by Brigette Roehr, to table the Preliminary Planned Unit Development of Stepping Stones to the February 16, 2023 Plan Commission meeting. Mr. Nathaniel Washburn, KGG, LLC, 111 N. Ottawa Street, Joliet, appeared on behalf of the petition. Mr. Michael Meyer, resident of Wildflower Estates, appeared in opposition to the Page 2 of 6 Plan Commission Meeting Minutes - Final January 19, 2023 petition. Ms. Cheryl Whitsky, 322 Hartford Place, appeared in opposition to the petition. Carolyn Bawn Loha, Washington Street, appeared in opposition to the petition . Mr. Washburn answered some of the questions from the residents. Mr. Richard Vane, MG2A, appeared on behalf of the petition and explained in further detail his proposed project. Mr. Danny Bestel, resident of the area, appeared in opposition to the petition. A resident at 225 Independence Avenue, appeared in opposition to the petition or would like it to be tabled to find out more information. Mr. Nicholas Wallow, area resident, appeared in opposition to the petition or would like more time to get more information. Mr. Regis explained why the Will County petition is coming before the Joliet Plan Commission. Mr. Washburn also explained further details about the project being presented to the Plan Commission. Commissioner Wunderlich inquired about a bond to address some of the residents questions as far as the detention pond etc. Mr. Washburn responded. A motion was made by Jason Cox, seconded by Jeff Crompton, to recommend for approval by the City Council the Extraterritorial Review of a Preliminary Plat of Denler Subdivision, Unit 2 and the Extraterritorial Review of a Final Plat of Denler Subdivision, Unit 2. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Perez, Roehr, Wunderlich and Heath Absent: Rousonelos P-2-23: PRELIMINARY PLAT OF ASPEN MEADOWS UNIT 5 SUBDIVISION. FP-2-23: FINAL PLAT OF ASPEN MEADOWS UNIT 5 SUBDIVISION. TMP-5123 Attachments: P-2-23 Aspen Meadows Unit 5 Staff Report Packet Mr. Torri gave the Planning Staff Report. Mr. John Gerl and Rogina and Associates appeared on behalf of the petition. Mr. Andy LeJeune, resident of Aspen Meadows, had questions about the house styles, the plans for Outlot B, and the parking. A motion was made by Brigette Roehr, seconded by John Kella, to recommend for approval by the City Council the Preliminary Plat of Aspen Meadows Unit 5 Subdivision and the Final Plat of Aspen Meadows Unit 5 Subdivision. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Perez, Roehr, Wunderlich and Heath Absent: Rousonelos P-3-23: PRELIMINARY PLAT FOR CASINO PARCEL AT ROCK RUN CROSSINGS SUBDIVISION. Mr. Jim Testin appeared on behalf of the petition. Commissioner Cox asked which lot the casino will be going on. Mr. Testin responded. Commissioner Crompton asked if there will be a parking deck. Mr. Testin responded. No one appeared in opposition to the petition. A motion was made by Jeff Crompton, seconded by Roberto Perez, to recommend for approval by the City Council the Preliminary Plat for Casino Parcel at Rock Run Crossings Subdivision and the Final Plat for Casino Parcel at Rock Run Crossings Subdivision. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Perez, Roehr, Wunderlich and Heath Absent: Rousonelos M-2-22: RESIDENTIAL PARKING PERMIT REQUEST FOR 800 BLOCK OF CORA STREET. TMP-5102 Attachments: M-2-22 (800 block of Cora Street) Staff Report Packet Mr. Torri gave the Planning Staff Report update. Mr. Regis, Deputy Corporation Counsel, explained the need for the petition to Page 4 of 6 Plan Commission Meeting Minutes - Final January 19, 2023 come back before the Plan Commission. Ms. Roehr motioned to have previous testimony and evidence presented last month to be counted as of now as well. Mr. Wunderlich seconded the motion which passed with a unanimous voice vote of aye. Ms. Georgene Williams stated that many residents on Cora Street are not able to park at their residences which is the reason for the request. Ms. Diana Viveros, Joliet Latino Economic Development Association, appeared in opposition to the petition. She provided a statement on the reasons for the opposition. Mr. Reyes, owner of Carnitas Don Jose on Ruby Street, appeared in opposition to the petition. Ms. Georgene Williams spoke again regarding the request. Mr. Rich Serdar, spoke about his business across the street as well as the other businesses on Ruby Street. It is not only the grocery store creating problems he said but actually 3 other businesses as well. Mr. Serdar is in favor of the parking permit request. Mr. Roberto Cornelia, Consultant to the Joliet Latino Economic Development Association as part of the CDBG funded technical assistance program for small businesses. He has worked with Carnitas Don Jose as well. He shared some thoughts that Mr. Serdar forgot to mention. He appeared in opposition to the petition. Resident at the center of the 800 block of Cora Street appeared in favor of the petition. She has resided there for 38 years. Liz resides on Center Street and has visited the store as a customer several times over the summer. On three separate occasions she was almost run over, twice on her bike and once when walking. She said it is a safety issue. Her father has been in an accident when he was trying to pull from alley and was hit head on. Mr. Pantoja, property owner in the 900 block of Cora Street, said 90% of the houses are always the same people complaining about the parking. All of the houses have garages and driveways and they are the same people that park their cars on the streets in the winter when they are not supposed to. He feels the parking permit will not help. Ms. Tamara Barns, 819 Cora Street, resident there for 20 years. She said there are only 6 driveways on the 800 block of Cora Street. Many times she has to park on Center Street and walk home. She is in favor of the parking permit. A motion was made by Bob Wunderlich, seconded by John Kella, to recommend Page 5 of 6 Plan Commission Meeting Minutes - Final January 19, 2023 for approval by the City Council the Residential Parking Permit Request for 800 Block of Cora Street.
