Pre-Council Meeting Meeting Minutes - Final August 16, 2021
As of June 11, 2021, Governor Pritzker moved Illinois to Phase 5. Under Phase 5, all sectors of the economy can resume at
regular capacity with new safety guidelines and procedures.
In compliance with Center for Disease Control (CDC), it is recommended that any individual appearing in person wear a
face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

The City Manager gave a brief overview of this Council Memo.
CITY MANAGER:
The City Manager briefly discussed a book by James and Deborah Fallows, Our Towns, and
encouraged everyone to read the book.
He also briefly discussed new software for the Planning Department. Dave Braner, Chief
Information Officer, briefly explained the importance and advantages of automating the
manual permitting process used in the Planning Department. A brief discussion was held
regarding the interface of the proposed software with the city's current software.
PUBLIC COMMENTS:
John O'Lear addressed the Council concerning 914 Plainfield Road and the process for
approving the property to function as an Airbnb.
A brief discussion was held regarding short-term rentals and proposed regulations that will be
discussed at the next Land Use and Legislative meeting on September 8, 2021.
Cheryl O'Lear spoke in favor of approving legislation for an Airbnb at 914 Plainfield Road and
discussed the city already having 12 Airbnbs.
In response to Ms. O'Lear's comments, Councilwoman Quillman expressed her concerns
regarding currently operating Airbnbs. A brief discussion was held regarding potential other
Airbnbs operating in Joliet.
CLOSED SESSION to discuss the following subjects:
A motion was made by Councilman Bettye Gavin, seconded by Councilwoman Jan Hallums
Quillman, to enter into closed session to discuss personnel, collective bargaining, land
acquisition or conveyance, pending or threatened litigation after which the meeting will be
adjourned.
The motion carried by the following vote:
Aye: Councilman Joe Clement, Councilwoman Bettye Gavin,
Councilman Cesar Guerrero, Councilman Terry Morris,
Councilman Pat Mudron and Councilwoman Jan Quillman
