ROLL CALL: Present: Mayor Terry D'Arcy, Councilman Cesar Cardenas, Councilman Joe Clement, Councilwoman Suzanna Ibarra, Councilman Juan Moreno, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman and Councilwoman Sherri Reardon Absent: Councilman Larry E. Hug ALSO PRESENT: City Manager Beth Beatty and Interim Corporation Counsel Todd Lenzie. PRESENTATION: Rialto Square Theatre Presentation by Wade Welsh Attachments: Approver Report Bob Filotto spoke briefly before introducing Wade Welsh to present updates from the Rialto Square Theatre. Councilwoman Reardon congratulated the Rialto team on their accomplishments. Councilwoman Quillman recommends looking for grants for assistance on the facade. Councilwoman Ibarra spoke ony making the seating more accomodating for everyone, more spacious. Councilman Clement congratulated them on all their hard work. Mayor D'Arcy applauds everything they have accomplished since 2017. Downtown Joliet Equitable Transit Oriented Development Plan - Presented by Jayne Bernhard, Planning Director Attachments: Approver Report Jayne Bernhard, Planning Director, gave a detailed presentation on the Joliet Equitable Transit Oriented Development Plan Mayor D'Arcy asked about the zoning changes needed and if we have looked into grant funding - which we do have for zoning. Councilman Clement spoke in support. Councilman Cardenas spoke in support and that we need more residents downtown. Councilwoman Ibarra spoke in support. Page 3 of 6 Pre-Council Meeting Meeting Minutes - Pending Approval July 14, 2025 PUBLIC HEARINGS: All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either owns property within 600 feet of the proposed development site, or a member or official representative of an affected governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding officer may limit irrelevant, immaterial, or inappropriate comments or statements. Trista Brown - thanks Todd for his follow up on calls, and the Fire Department for helping with the search. Also spoke on behalf of a resident Larry Irving, about an elevator not working for over three months at the Plaza. Thanked the Mayor and Councilwoman Ibarra as well.
