ROLL CALL Councilwoman Gavin attended the meeting remotely. Present Councilwoman Bettye Gavin, Councilwoman Sherri Reardon and Councilman Cesar Guerrero ALSO PRESENT: Chris Regis - Deputy Corporation Council, Tom Gable - Klein and Hoffman APPROVAL OF MINUTES Approval of Minutes: TMP-3504 Prison Committee Meeting - June 2, 2021 Attachments: Prison Committee Meeting - June 2, 2021.pdf A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to approve the minutes of the June 2, 2021 Prison Committee Minutes The motion carried by the following vote: Aye: Councilwoman Gavin, Councilwoman Reardon and Councilman Guerrero CITIZENS TO BE HEARD ON AGENDA ITEMS None. UPDATE ON PROJECTS / IMPROVEMENTS Executive Director of the Joliet Area Historical Museum Greg Peerbolte, informed the Prison Committee that a $3 million appropriation for the site has been approved to stabilize and secure buildings. Mr. Peerbolte gave an update on the repair of the smokestack, a review of attendance at the prison in 2021, $75,000 CDBG Grant for Public Native Gardens, and the possibility of receiving a Tourism Attraction Program (TAP) Grant - Part 2. Jayne Bernhard spoke regarding the National Park Services Grant - $35,000 to fund national register nomination for the site and has an emphasis on equity. Mr. Peerbolte also discussed the 2020 State of Illinois Excellence in Tourism Award that was presented to the Museum for a 2019 event. DISCUSSION ON ALLOCATION OF GRANT FUNDS Tom Gable, with Klein and Hoffman Architectural and Structural Engineering Firm, gave a brief overview of the 2019 conditions analysis and structural assessment findings. He then discussed project recommendations focusing on stabilization and stopping further deterioration by starting with re-inspections focusing on administration building and east and Page 1 of 2 Prison Committee Meeting Minutes - Final March 29, 2022 west cell blocks. Then he briefly discussed the project timeline for completion. UPCOMING EVENTS Greg Peerbolte highlighted the upcoming car show events, possible farmers markets, and a possible three day event from the Blues Brothers foundation - anticipating dates of August 26-28th. Per the request of Councilwoman Gavin, Deputy Corporation Counsel Chris Regis stated he is continuing to work with the State of Illinois regarding a future agreement. A brief discussion was held regarding the Museum hosting a Cinco de Mayo event on their rooftop, as well as the Blues Brothers event and the farmers market at the prison. PUBLIC COMMENT None. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Councilwoman Reardon and Councilwoman Gavin thanked Mr. Peerbolte, Tom Gable, Jayne Bernhard and Chris Regis for their efforts on the prison project.
