Hug Bettye Gavin Terry Morris Public Service Committee Meeting Minutes - Final November 30, 2020 Page 1 of 1 Public Service Committee Meeting Minutes - Final November 30, 2020 The Governor’s Office and the Illinois Department of Public Health activated a Tier 3 mitigation plan for all regions of the State of Illinois, effective Friday, November 20, 2020. In an effort to support these mitigation measures, the City of Joliet is limiting in person attendance in the council chambers to 10 people. During meetings, groups of 10 people will be staged in various locations within city hall. These groups will wait in areas with a live feed to the meeting until the Citizens to Be Heard on Agenda items section, the Public Hearing has commenced or the Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov OR register “To Be Called To Speak”. APPROVAL OF MINUTES A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to approve the Minutes of the November 16, 2020 Public Service Committee Meeting. Award a Contract for the JMMRTC Bid Package 1B: Bus 183-20 Station and Turn Around to Madison Construction Company in the amount of $8,873,347.00 Page 1 of 4 Public Service Committee Meeting Minutes - Final November 30, 2020 Kendall Jackson, Director of Community Development, discussed the 1B Bus Station and Turn Around contract, in the amount of $8,873,347.00, on behalf of Madison Construction Company. This project is funded with grants. b. Approve the 2020-2021 Rock Salt Purchase Contract with 184-20 the State of Illinois and Cargill, Inc. to Purchase Bulk Rock Salt at a unit price of $46.93 per ton Jim Trizna, Director of Public Works, discussed the 2020-2021 Rock Salt Purchase, in the amount of $46.93 per ton, on behalf of Cargill, Inc. The City will purchase 10,000 tons. c. Approve a Professional Services Agreement for the 185-20 Lockport Township Water System Corrosion Study to Cornwell Engineering Group in an amount not to exceed $50,000.00 Allison Swisher, Director of Public Utilities, discussed the Water System Corrosion Study, in an amount not to exceed $50,000.00, on behalf of Cornwell Engineering Group. d. Approve a Professional Services Agreement for 186-20 Pre-Treatment Program Assistance 2021 to Baxter & Woodman, Inc. in an amount not to exceed $119,740.00 Allison Swisher discussed the Pre-Treatment Program Assistance 2021, in the amount of $119,740.00, on behalf of Baxter & Woodman, Inc. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval to the full Council Contract Item No's 183-20, 184-20, 185-20, and 186-20. The motion carried by the following vote: Aye: Hug, Gavin and Morris Contract Items Approved CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS a. Amendment No. 2 for the Phase II Engineering Services 187-20 for the Garnsey Avenue Over Spring Creek Improvement Project - MFT Sect. No. 11-00443-00-BR to Willett, Hoffman & Assoc. in the amount of $35,373.95 Jim Trizna discussed the Phase II Engineering Services for the Garnsey Avenue Over Spring Creek Improvement Project, in the amount of $35,373.95, on behalf of Willett, Hoffman and Assoc. b. Change Order No. 1 for the 2020 Aluminum Sulfate 193-20 Solution Purchase to Usalco, LLC in the amount of $53,587.24 Allison Swisher discussed the 2020 Aluminum Sulfate Solution purchase, in the amount of $53,587.24, on behalf of Usalco, LLC. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend to the full Council for approval Change Orders / Pay Estimates / Final Payments Item No's 187-20, 190-20, and 193-20. The motion carried by the following vote: Aye: Hug, Gavin and Morris Change Orders / Pay Estimates / Final Payments Items Approved ORDINANCES AND RESOLUTIONS a. Resolution Appropriating Funds for the Phase II TMP-0680 Engineering Services for the Garnsey Avenue over the Spring Creek Improvement Project - MFT Section No. 11-00443-00-BR in the amount of $35,373.95 Attachments: Resolution Jim Trizna discussed the Resolution for Motor Fuel Tax funds. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend to the full Council for approval Resolution Item No. TMP-0680. The motion carried by the following vote: Aye: Hug, Gavin and Morris Resolution Item Approved NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION a. Report on Hydrant Repairs, Valves, Utilities Contracted 181-20 Services, and Water Main Breaks Attachments: Valve Hydrant Break Report 11-20-2020 (003) Allison Swisher discussed the 7 hydrants repaired, 18 currently out of service, and 16 that are operational and need repair. No valves were repaired. Seven additional water main breaks occurred. b. Alternative Water Source Program 182-20 Page 3 of 4 Public Service Committee Meeting Minutes - Final November 30, 2020 Allison Swisher discussed the Special City Council meeting two weeks ago and the upcoming public forum meetings and online meeting. Councilwoman Gavin had a concern with a dumping area: 1000 block of Fairview has a section that is subject to dumping. Jim Trizna will look into this.
