The Governor’s Office and the Illinois Department of Public Health has activated a Tier 1 mitigation plan for Region 7 (Will
and Kankakee Counties). Tier 1 limits in-person meetings to 25 people or 25% of overall room capacity (whichever is less).
Council Chambers allows for 10 members of the public while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

January 19, 2021 Public Service Committee Meeting.

Amy Ferris, Deputy Director - Engineering, discussed the purchase of water
metering equipment, in the amount of $168,355.00, on behalf of Core & Main.
c. Request for Authorization to Approve Amendment No. 5 ID-269-20
to the Professional Services Agreement for the Essington
Road / Jefferson Street Interceptor Sewer Project to Robert
E. Hamilton Consulting Engineers in the amount of
$13,130.00
Amy Ferris discussed this Amendment, in the amount of $13,130.00, on behalf
of Robert E. Hamilton Consulting Engineers.
A motion was made by Terry Morris, seconded by Larry E. Hug, to recommend
for approval to full Council Contract Items ID-266-20, ID-267-20, and ID-269-20.
The motion carried by the following vote:

Road (Hollywood Road) Railroad Crossing Widening in the
amount of $8,000.00

Greg Ruddy, Director of Public Works, discussed Amendment No. 3, in the
amount of $8,000.00, on behalf of CSX Transportation, Inc. Also discussed was
payment of $8,000.00 to CSX Transportation, Inc.

Allison Swisher discussed this report. The total of water main breaks in 2020
was 189.
b. Alternative Water Source Program ID-265-20
Allison Swisher stated that she will be moving ahead with preliminary design
work.
