Public Service Committee Meeting Minutes - Final March 1, 2021
Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines
recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of
the public) while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

Minutes of the February 1, 2021 Public Service Committee Meeting.

a. Professional Services Agreement for Department of ID-298-20
Public Utilities Safety Consulting Services - 2021 with
Sheffield Safety and Loss Control in the amount of
$177,575.00
Allison Swisher discussed this service, in the amount of $177,575.00, on behalf
of Sheffield Safety and Loss Control. This safety program has been
implemented.
b. 2021 Contract Extension for the 2020-2022 Lawn Mowing ID-299-20
Services Program - Utilities to Beary Landscape
Management in the amount of $116,560.00
Amy Ferris, Deputy Director of Engineering, discussed the 2020-2022 Lawn
Mowing Services Program, in the amount of $116,560.00, to Beary Landscape
Management.
c. Approve a Professional Services Agreement for the 2021 ID-302-20
Sanitary Sewer Investigation and Rehabilitation Program
with RJN Group in the amount of $498,788.00
Amy Ferris discussed this PSA for the 2021 Sanitary Sewer Investigation and
Rehabilitation Program, in the amount of $498,788.00, on behalf of RJN Group.
d. Award a Contract for the Emergency East Duncan ID-303-20
Throttle Pipe Replacement to Construction by Camco in the
amount of $39,999.99
Allison Swisher discussed this contract, in the amount of $39,999.99, to
Construction by Camco for an emergency pipe replacement.
A motion was made by Councilwoman Gavin, seconded by Councilman Morris,
to recommend for approval to the full Council Contract Item No's ID-298-20,
ID-299-20, ID-302-20, and ID-303-20.

a. Approve Payment for Contractor Snow Removal for the ID-300-20
February 4-5, 2021 and February 15-16, 2021 Snow Storms to
Various Contractors in the amount of $168,872.00
Greg Ruddy, Director of Public Works, stated the amount in the title should be
$163,872.00, not $168,872.00. The rest of the memo is correct. Mr. Ruddy

discussed this payment of $163,872.00, to various contractors for snow removal
from the February 4-5 and February 15-16, 2021 snow storms.
b. Change Order No. 1 for the 2020 - 2021 Snow Removal ID-301-20
Season of the 2020 - 2024 Snow Removal Contract for the
Downtown City Center Area and the Commuter Lot Area to
Georges Landscaping in the amount of $32,830.00 and Snow
Systems in the amount of $36,000.00
Greg Ruddy discussed this Change Order, in the amount of $36,000.00, to
Snow Systems and $32,830.00 to George's Landscaping.
A motion was made by Councilwoman Gavin, seconded by Councilman Morris,
to recommend for approval to the full Council Change Orders/Pay
Estimates/Final Payments Items No's ID-300-20 and ID-301-20.

Avenue over Spring Creek Bridge Improvement Project.

Ms. Swisher gave a brief overview of a current water leak on a service line for a resident on
Union Street. The homeowner addressed the Committee with concerns regarding the
request. A brief discussion was held regarding a plan for resolution.
a. Report on Hydrant Repairs, Valves, Utilities Contracted ID-295-20
Services, and Water Main Breaks

Allison Swisher discussed the current hydrant repairs, valve repairs and
watermain breaks.
b. Alternative Water Source Program ID-219-20
Allison Swisher gave an update on the new water source.
