Hug Bettye Gavin Terry Morris Public Service Committee Meeting Minutes - Final October 4, 2021 Page 1 of 1 Public Service Committee Meeting Minutes - Final October 4, 2021 As of August 30, 2021, Governor Pritzker announced a statewide indoor mask mandate for all Illinois residents, regardless of vaccination status. In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting topubliccomment@joliet.gov. ROLL CALL ALSO PRESENT: Allison Swisher - Director of Public Utilities and Greg Ruddy - Director of Public Works. APPROVAL OF MINUTES Minutes - September 20, 2021 ID-504-20 Attachments: September 20, 2021 Public Service Meeting Minutes A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to approve the Minutes of the September 20, 2021 Public Service Committee Meeting. The motion carried by the following vote: Aye: Hug, Gavin and Morris CITIZENS TO BE HEARD ON AGENDA ITEMS No citizens are present at this time. CONTRACTS Purchase a Utilities Department Sewer Pipe Television TMP-2504 Inspection Crawler and Camera System from EJ Equipment, Inc. in the amount of $225,786.00 Allison Swisher, Director of Public Utilities, discussed the purchase of a Sewer pipe televising camera, in the amount of $225,786.00, from EJ Equipment, Inc. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval by the full Council Contract item No. TMP-2504 The motion carried by the following vote: Aye: Hug, Gavin and Morris CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS Change Order No. 1 for the Sanitary Sewer Cleaning and TMP-2502 Inspection Program to National Power Rodding in the amount of $92,500.00 and Amendment No. 1 to RJN Group in the amount of $15,540.00 Page 1 of 3 Public Service Committee Meeting Minutes - Final October 4, 2021 Allison Swisher discussed Change Order No. 1, in the amount of $92,500.00, on behalf of National Power Rodding. Also discussed was Amendment No. 1, in the amount of $15,540.00, on behalf of RJN Group. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval by the full Council Change Order / Pay Estimates / Final Payments Item No. TMP-2502. The motion carried by the following vote: Aye: Hug, Gavin and Morris ORDINANCES AND RESOLUTIONS Resolution in Support of the Imagine a Day without Water TMP-2501 Campaign Attachments: Resolution Allison Swisher discussed the Resolution for this annual campaign - Imagine a Day without water. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval by the full Council Ordinances and Resolutions Item No.TMP-2501. The motion carried by the following vote: Aye: Hug, Gavin and Morris NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Councilman Larry Hug discussed the policy the City Manager instilled that delays items for 2 weeks (1 meeting) before going for Council approval. Councilman Hug, Councilwoman Gavin, and Councilman Morris all agree that there should be no delay. Councilman Hug suggests that there be a recommendation under Consent Agenda to full Council that this internal policy instilled by the City Manager be rescinded at the next Public Service Meeting. Report on Hydrant Repairs, Valves, Utilities Contracted ID-505-20 Services, and Water Main Breaks Attachments: Valve Hydrant Break Report 9-24-2021 (003) Allison Swisher discussed that 40 hydrants were repaired, 33 out of service and 15 operational but need repairs. Five valves have been repaired. Nine water main breaks were repaired for a total of 161 to date. There was also one new contracted service. Construction by Camco repaired a sewer main in a rear easement. Page 2 of 3 Public Service Committee Meeting Minutes - Final October 4, 2021 PUBLIC COMMENT No one was in attendance.
