As of August 30, 2021, Governor Pritzker announced a statewide indoor mask mandate for all Illinois residents, regardless of
vaccination status.
In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their
nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

Meeting called to order at 4:40 pm

Assistant, Brent Fraser - Operating Engineer Facilities and Assets Maintenance Manager,
Owen Dean - Civil Engineer II, and Bob Okon - Herald News.
APPROVAL OF MINUTES
A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to approve the
Minutes of the November 2, 2021 Public Service Committee Meeting.

CITIZENS TO BE HEARD ON AGENDA ITEMS
Chris Regis, Corporate Counsel, discussed the proper channels for adjusting the timing for
items going to Council meetings. Councilpersons Hug, Morris, and Gavin requested Chris
Regis draft a document to take to full council for Public Utilities and Economic Development to
not delay awards, change orders, etc.

a. Proposed Cost Sharing Overhead Sewer and Backflow ID-546-20
Prevention Program - A Solution to Sanitary Sewer

Owen Dean, Civil Engineer II, discussed the Overhead Sewer and Backflow
Prevention Cost Sharing Program to reimburse homeowners if requirements
warrant installation of such prevention measures. Public Utilities will work with
the Legal Department to ensure we collect the correct documentation.
A motion was made by Councilwoman Gavin, seconded by Councilman Morris,

a. Award of Contract for HVAC Maintenance 2022-2026 to ID-543-20
Anchor Mechanical, Inc. in the amount of $648,832.00
Brent Fraser, Operating Engineer Facilities and Assets Maintenance Manager,
discussed the HVAC Maintenance Contract for the City of Joliet's Facilities, to
Anchor Mechanical Inc., in the amount of $648,832.00.
b. Award of Contract for Elevator Maintenance 2022-2026 to ID-544-20
American Hoist & Manlift, Inc. in the amount of $108,426.00
Brent Fraser discussed the Award of Contract for Elevator Maintenance
Agreement 2022 - 2026, in the amount of $108, 426.00, to American Hoist &
Manlift, Inc.
A motion was made by Councilwoman Gavin, seconded by Councilman Morris,
to recommend for approval by the full Council Contract Item No's ID-543-20 and
ID-544-20.
The motion carried by the following vote:

a. Amendment No. 1 to the Professional Services Contract ID-545-20
for Unarmed Security Services for the Joliet Gateway
Transportation Center to Allied Universal Security Systems
in the amount of $198,673.31
Brent Fraser discussed Amendment No. 1, in the amount of $198,673.31, with
Allied Universal Security Systems. This is for additional services for the Pace
Bus Terminal.
b. Change Order No. 3 for the 2021 Sanitary Sewer TMP-2729
Rehabilitation Program to Performance Pipelining Inc. in the
amount of ($267.18)
Tony Anczer, Deputy Director - Engineering, discussed Change Order No. 3, in
the amount of ($267.18), on behalf of Performance Pipelining Inc.
c. Amendment No. 1 to the Phase I Lift Station Assessment TMP-2730
and Design Engineering Program Professional Services
Agreement to Trotter and Associates Inc. in the amount of
$133,400.00

behalf of Trotter and Associates Inc.
A motion was made by Councilwoman Gavin, seconded by Councilman Morris,
to recommend for approval Change Orders/Pay Estimates/Final Payments Item
No's ID-545-20, TMP-2729, TMP-2730 to full Council.

Tek Services, Inc. in the amount of $199,612.44

Greg Ruddy, Director of Public Works, discussed a Contract for the 2021-2022
Hazardous Tree Trimming, in the amount of $199,612.44, on behalf of Arbor
Tek Services, Inc. Also included with this is an Ordinance amending the budget
for this contract.
A motion was made by Councilwoman Gavin, seconded by Councilman Morris,
to recommend for approval by the full Council Ordinances and Resolutions Item
No. TMP-2728.
