ROLL CALL Councilwoman Gavin is attending remotely. Present Councilman Larry E. Hug, Councilwoman Bettye Gavin and Councilman Terry Morris ALSO PRESENT: Greg Ruddy - Director of Public Works, Allison Swisher - Director of Public Utilities, Tony Anczer - Deputy Director - Engineering, Mike Todorovic - Deputy Director of Public Works, Eva Marie Tropper, Director of Community Development and Jayne Bernhard - Planning and Zoning. APPROVAL OF MINUTES A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to approve the Minutes of the May 16, 2022 Public Service Committee Meeting. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris May 16, 2022 Public Service Minutes ID-776-20 Attachments: May 16, 2022 Public Service Minutes CITIZENS TO BE HEARD ON AGENDA ITEMS Rachel Resk, owner of 310 Dewey, spoke regarding her main sewer line that has collapsed. Owen Dean, Civil Engineer I, stated that there was a similar sewer issue at one of the neighbors. She is requesting the 50/50 Program to repair this sewer line. Owen will put the Agreement together to have this done. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to approve a 50/50 Agreement with the owner of 310 Dewey to have this sewer repaired. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris CONTRACTS Purchase of GPS Survey Equipment from Kara Company, TMP-3839 Inc. in the amount of $31,078.46 Mike Todorovic, Deputy Director of Public Works, discussed the purchase of GPS Equipment, in the amount of $31,078.46, from Kara Company. Award of Contract for the 2022 Sidewalk / Curb Replacement TMP-3840 Project - Far West Area to Davis Concrete Construction Co. in the amount of $347,994.00 Greg Ruddy, Director of Public Works, discussed the 2022 Sidewalk / Curb Replacement Project - Far West Area, in the amount of $347,994.00, on behalf Page 1 of 5 Public Service Committee Meeting Minutes - Final June 6, 2022 of Davis Concrete Construction Co. Purchase of Sensus Advanced Metering Infrastructure (AMI) TMP-3842 Base Station for Laraway Road Water Tower from Core & Main LP in the amount of $50,000.00 Anthony Anczer, Deputy Director - Engineering, discussed the purchase of an AMI base station for the Laraway Road water tower, in the amount of $50,000.00, on behalf of Core & Main LP. Purchase Water Metering Equipment from Core & Main LP in TMP-3843 the amount of $230,565.00 Anthony Anczer discussed the purchase of water metering equipment, in the amount of $230,565.00, on behalf of Core & Main LP. Award of Price Agreements for the 2022 Street Maintenance TMP-3859 Materials Contracts: a) City of Joliet Aggregate Price Agreement Contract b) City of Joliet Bituminous Materials Contract Mike Todorovic and Greg Ruddy discussed the Aggregate and Bituminous Materials Contracts for 2022. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend for approval TMP-3839, TMP-3840, TMP-3842,TMP-3843, and TMP-3859. Ferro Construction Co. in the amount of $392,575.14 and Payment Request No. 5 in the amount of $250,892.70 Mike Todorovic discussed Change Order No. 1 for the 2021 Roadways Resurfacing Contract B - MFT Sect. No. 21-00541-00-RS, in the amount of $392,575.14, on behalf of P.T. Ferro Construction Co. Also discussed was Payment Request No. 5 in the amount of $250,892.70. Change Order No. 3 for the 2019 - 2020 Large Meter TMP-3846 Replacement Program to Calumet City Plumbing & Heating Co Inc. in the amount of $80,757.00 Anthony Anczer discussed Change Order No. 3, a net addition in the amount of $80,757.00, to the 2019 - 2020 Large Meter Replacement Program contract, on behalf of Calumet City Plumbing & Heating Co, Inc. Councilman Hug directed that this needs to be reviewed by the Finance Committee. Resolution Approving an Intergovernmental Agreement with TMP-3853 the Illinois Department of Transportation for the I-55 and Illinois Route 59 Interchange Improvements Attachments: 55 & 59 IGA Resolution - Word I55 and 59 Agreement Greg Ruddy discussed the Resolution Approving an Intergovernmental Agreement with the Illinois Department of Transportation for the I-55 and Illinois Route 59 Interchange Improvements. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend for approval TMP-3849, TMP-3834, TMP-3850, TMP-3851, TMP-3852, and TMP-3853. Parkwood Avenue ID-779-20 Councilwoman Gavin said there was a complaint from a resident that their backyard floods. It started happening after the path was redone in Pilcher Park by the Joliet Park District. Councilwoman Gavin reached out to the Park District. Report on Hydrant Repairs, Valves, Utilities Contracted ID-775-20 Services, and Water Main Breaks Attachments: Valve Hydrant Break Report 5-31-2022 (003) Allison Swisher, Director of Public Utilities updated the Public Service Committee with this report detailing items from the past two months. 314 Dewey Avenue Sewer Lateral TMP-3891 See discussion above.
