Present Councilman Larry E. Hug, Councilwoman Bettye Gavin and Councilman Terry Morris ALSO PRESENT: Greg Ruddy - Director of Public Works, Sean Mikos - Deputy Director of Public Works, Allison Swisher - Director of Public Utilities, Anthony Anczer - Deputy Director Engineering, Jeff Price - Fleet Services Director, Rita Renwick - Tree Advisory Board, and Joe Darlington - Burns & McDonnell APPROVAL OF MINUTES A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to approve the minutes of the February 21, 2023 Public Service Committee Meeting. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris February 21, 2023 Public Service Minutes ID-1028-20 Attachments: 022123 Public Service Minutes.pdf CITIZENS TO BE HEARD ON AGENDA ITEMS Rita Renwick from the Tree Advisory Board spoke about TMP-5325 - Contract for Professional Engineering Services for the completion of the City-Wide Inventory. She advised the Committee that an inventory for the tress would take a few years to complete. She addressed her concerns about the need for cyclic pruning throughout the City. Councilwoman Gavin agreed about the need for pruning. The Committee advises a meeting to be held with Public Works Director, the City Arborist and the Tree Advisory Board Members possibly within 2 weeks. A motion to table TMP-5325 was made by Councilwoman Gavin, seconded by Councilman Morris. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris CONTRACTS Professional Services Agreement for the Plant Operations TMP-5323 SCADA Support to Wunderlich-Malec Environmental in the amount of $60,000.00 Allison Swisher, Director of Public Utilities, discussed the Professional Services Agreement for the Plant Operations SCADA Support, in the amount of $60,000.00, to Wunderlich-Malec Environmental. This Agenda Item was approve. Award of Contract for the Well 25D Replacement Medium TMP-5324 Voltage Starter Purchase to Elliott Electric Inc. in the amount of $54,950.00 Allison Swisher discussed the Contract for the Well 25D Replacement Medium Page 1 of 4 Public Service Committee Meeting Minutes - Final March 6, 2023 Voltage Starter Purchase, in the amount of $54,950.00, to Elliott Electric Inc. This Agenda Item was approve. Award of Contract for Purchase of Uninterruptable Power TMP-5326 Supply (UPS) Materials to Traffic Control Corp in the amount of $72,910.00 Greg Ruddy, Director of Public Works, discussed the Contract for the Purchase of Uninterruptible Power Supply (UPS) Materials, in the amount of $72,910.00, to Traffic Control Corp. This Agenda Item was approve. Professional Service Agreement for the 2023 Sanitary Sewer TMP-5327 Investigation and Rehabilitation Program to RJN Group Inc. in the amount of $483,625.00 Anthony Anczer, Deputy Director Engineering, discussed the Professional Services Agreement for the 2023 Sanitary Sewer Investigation and Rehabilitation Program, in the amount of $483,625.00, to RJN Group Inc. This Agenda Item was approve. Professional Service Agreement for the 2023 Annual Service TMP-5328 Agreement for Sewer System Monitoring to Xylem Vue Inc. in the amount of $50,339.00 Anthony Anczer discussed the Professional Service Agreement for the 2023 Annual Service Agreement for Sewer System Monitoring, in the amount of $50,339.00, to Xylem Inc. This Agenda Item was approve. Purchase of Twelve new vehicles for the Public Utilities TMP-5329 Department from various dealers in the amount of $714,791.00 Jeff Price, Fleet Services Director, discussed the need to revise the quantity of vehicles purchased from nine to twelve from various dealers in the amount of $714,791.00. Councilwoman Gavin exited the meeting after Contracts were approved. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Larry E. Hug, to recommend TMP-5323, TMP-5324 TMP-5325, TMP-5326, TMP-5327, TMP-5328 and TMP-5329 for approval by the full Council. This Agenda Item was approve. Change Order No. 1 for the Curtis Avenue (Raynor Avenue - TMP-5331 Wilcox Street) 2021 Roadway Improvement Project MFT Section No. 21-00538-00-FP to P.T. Ferro Construction in the Amount of $14,681.74 and Payment Request No. 4 and Final in the amount of $42,634.57 Sean Mikos, discussed Change Order No. 1 for the Curtis Avenue (Raynor Avenue - Wilcox Street) 2021 Roadway Improvement Project - MFT Sect. No. 21-00538-00-FP, in the amount of $14,681.74, and Payment Request No. 4 and Final, in the amount of $42,634.74, to P.T. Ferro Construction Co. A motion was made by Councilman Terry Morris, seconded by Councilman Larry E. Hug, to recommend TMP-5330 and TMP-5331for approval by the full Council.
