Hug and Councilman Pat Mudron ROLL CALL ALSO PRESENT: Greg Ruddy - Public Works Director; Allison Swisher - Public Utilities Director; Joe Darlington - Burns & McDonnell; and Joe Johnson - Stantec APPROVAL OF MINUTES A motion was made by Councilman Pat Mudron, seconded by Councilman Larry E. Hug, to approve the minutes of the June 5, 2023 Public Service Meeting. The motion carried by the following vote: Aye: Councilman Hug and Councilman Mudron June 5, 2023 Public Service Minutes TMP-6062 Attachments: 060523 Public Service Minutes.pdf CITIZENS TO BE HEARD ON AGENDA ITEMS CONTRACTS No Contracts on this Agenda CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS Amendment No. 1 for the Professional Services Agreement TMP-6027 for the 2022 Comprehensive Water and Sewer Rate Study to Burns & McDonnell Engineering Co. Inc. in the amount of $60,660.00 Allison Swisher, Public Utilities Director, discussed Amendment No. 1 for the Professional Services Agreement for the 2022 Comprehensive Water and Sewer Rate Study, in the amount of $60,660.00, on behalf of Burns & McDonnell Engineering Co. Inc. Payment of the 2023 Membership Dues for the Lower TMP-6028 DesPlaines Watershed Group in the amount of $94,257.09 Allison Swisher discussed the 2023 Membership fee, in the amount of $94,257.09, on behalf of the Lower DesPlaines Watershed Group. A motion was made by Councilman Pat Mudron, seconded by Councilman Larry E. Hug, to recommend for approval by full Council TMP-6027 and TMP-6028. The motion carried by the following vote: Aye: Councilman Hug and Councilman Mudron ORDINANCES AND RESOLUTIONS Page 1 of 2 Public Service Committee Meeting Minutes - Final June 19, 2023 Ordinance Finding Need and Necessity, Authorizing TMP-6009 Negotiations, and Authorizing the Filing of Condemnation Proceedings for Property Necessary to Widen and Reconfigure Houbolt Road and Olympic Boulevard by the City of Joliet Attachments: Olympic & Houbolt Condemnation Ordinance.docx Greg Ruddy, Public Works Director, discussed the Ordinance authorizing the Administration to continue negotiations to purchase the necessary parcel and to obtain the parcel through eminent domain powers should negotiations prove unsuccessful. Ordinance Amending the 2023 Budget for the Dodge TMP-6058 Durango Squad Upfit Process Attachments: Budget Amending Ordinance Durango Upfit 2023.docx Greg Ruddy discussed the Ordinance for the Budget Amendment, in the amount of $200,000.00, for the additional Durango squad upfit process. A motion was made by Councilman Pat Mudron, seconded by Councilman Larry E. Hug, to recommend for approval by full Council TMP-6009 and TMP-6058. The motion carried by the following vote: Aye: Councilman Hug and Councilman Mudron NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Alternative Water Source Program Update TMP-6056 Attachments: 2023-06-19 PSC Allison Swisher, Joe Darlington - Project Manager at Burns & McDonnell, and Joe Johnson of Stantec discussed the Alternative Water Source Program Update.
