Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce &
Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting
to 50 people or less (Council Chambers allows for 18 members of the public) while adhering
to social distancing guidelines. During meetings, any member of the public physically present
in the Council Chambers in excess of the limit will be asked to wait in another room with live
feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is
recommended that any individual appearing in-person wear a face-covering to cover their
nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting
to publiccomment@joliet.gov.

Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson,
Councilwoman Bettye Gavin, Councilman Terry Morris,
Councilman Pat Mudron, Councilwoman Jan Hallums
Quillman, and Councilwoman Sherri Reardon
Absent: Councilman Larry E. Hug, and Councilman Michael F. Turk
Note
Councilman Turk entered the meeting at approximately 5:36 p.m.
Councilman Hug entered the meeting at approximately 5:40 p.m.
PUBLIC COMMENTS:

Cedric Johnson spoke regarding hatred and corruption.
Minerva Sneed spoke regarding concerns on the release of the Eric Lurry video and concerns
on jurors and minority contract concerns.
A brief discussion was held regarding the Police Departrment release of the Eric Lurry video.
Meshona Mitchell spoke regarding Eric Lurry death and concerns regarding the video .
Regina Bew Jones spoke regarding concerns of Eric Lurry death and local contracts
.
Loretta Hobbs spoke regarding concerns of Police issues and the Eric Lurry death.
Suzanna Ibarra spoke regarding concerns on Police reform.
Pastor Wilburn, Mt. Moriah Baptist Church, spoke regarding concerns on the Eric Lurry death
and accountability.

CLOSED SESSION to discuss the following subjects:
A motion was made by Councilwoman Bettye Gavin, seconded by Councilwoman Sherri
Reardon, to enter into closed session to discuss personnel and pending or threatened
litigation after which the meeting will be adjourned.
The motion carried by the following vote:
