Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce &
Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting
to 50 people or less (Council Chambers allows for 18 members of the public) while adhering
to social distancing guidelines. During meetings, any member of the public physically present
in the Council Chambers in excess of the limit will be asked to wait in another room with live
feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is
recommended that any individual appearing in-person wear a face-covering to cover their
nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting
to publiccomment@joliet.gov.

Larry Hug joined the meeting at 5:15 p.m.

There were no E-Comments.
There were no citizens to be heard on agenda items.
PRESENTATION: ALTERNATIVE WATER SOURCE PROGRAM UPDATE &
WORKSHOP GOALS
Allison Swisher, Director of Public Utilities, discussed the Alternative Water Source Program
schedule and the monthly progress.
PRESENTATION AND DISCUSSION: GOVERNANCE STRATEGY FOR A
REGIONAL WATER OPTION
Larry Hug joined the meeting at 5:15 pm
Allison Swisher discussed regional problems, potential regional partners, and further
development of a regional water system. She also discussed the requirement of continued
discussions, formation of a water commission, and a timeline for next steps.
Barb Adams with Donahue & Rose briefly discussed the need for legislation to be put in place
and then creating a water commission. She also briefly discussed the formation of the
DuPage Water Commission.

Mayor and Council concurred in their recommendation of the regional commission approach .
Joe Johnson with Stantec briefly discussed costs associate with the regional water system.
PRESENTATION AND DISCUSSION: WATER TREATMENT PROCESS
EVALUATION
Mr. Johnson discussed the Water Treatment Process Evaluation.
A brief discussion was held concerning water treatment, replace of lead service lines and the
water source transfer plan.
Mayor and Council concurred in the recommendation to consider an advanced treatment
plant with the Indiana intake option.
PRESENTATION AND DISCUSSION: LEVEL 1 WATER TRANSMISSION
MAIN ROUTING EVALUATION
Theresa O'Grady with Crawford, Murphy, and Tilly discussed the Level 1 Water Transmission
main explaining the various routing options and recommendations according to both water
source alternatives.
A brief discussion was held regarding water line installation licensing or easement
agreements with utility companies, permitting with entities such as railroads, and also
pumping station identification, and routing considerations.
Mayor and Council concurred with the Level 1 Water Transmission main routing.

ADJOURNMENT:
Mayor O'Dekirk thanked everyone for their work on the alternative water source project.
A motion was made by Council Larry E. Hug, seconded by Councilwoman Jan
Hallums-Quillman to adjourn.
The motion carried by the following votes:
