The Governor’s Office and the Illinois Department of Public Health activated a Tier 2 mitigation plan for Region 7 (Will and
Kankakee Counties), Region 8 (DuPage and Kane Counties) and Region 5 (Southern Illinois), effective Wednesday,
November 11, 2020. The new mitigation plan limits in-person meetings to 10 people.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

PRESENTATION:ALTERNATIVE WATER SOURCE PROGRAM UPDATE &
WORKSHOP GOALS
Allison Swisher discussed the Water Source Program update and Workshop Goals. The
Program is scheduled to be completed within the next 10 years. The two viable alternatives
will be discussed. Seventeen (17) Communities have been met with in regards to regional
partnership. Thirteen (13) Communities expressed interest.
PRESENTATION AND DISCUSSION: LAKE MICHIGAN WATER - CHICAGO
DEPARTMENT OF WATER MANAGEMENT ALTERNATIVE
Theresa O'Grady, Project Manager, discussed the Chicago Department of Water
Management Alternative. This alternative involves purchasing finished, treated water from the
City of Chicago. Several Joliet Owned buildings would need to be constructed at the
Southwest Pumping Site to move the water from this site to the City of Joliet. A preliminary
Water Supply Agreement was entered into with the City of Chicago and will be presented to
the Chicago City Council on December 26, 2020. Joe Johnson, Project Manager, further
discussed the cost portions of this alternative. There are some cost benefits to a regional
approach. Projected wholesale water only costs were discussed for 2030 and 2040. Allison
Swisher, Director of Public Utilities, discussed the four different categories of risks associated
with this option. A SWOT (Strength, Weakness, Opportunities, Threats) Analysis was also
conducted.

INDIANA INTAKE ALTERNATIVE

Theresa O'Grady discussed the New Indiana Intake Alternative. This would be a raw water
transmission main of 48 miles. The crib intake location would be in Hammond, Indiana.
Given the length, there would be an intermediate pump station and the water treatment would
take place near Joliet. The City of Joliet would enter into a preliminary access agreement with
the City of Hammond, Indiana. This 99 year preliminary access agreement will be presented
to the Hammond, Indiana City Council on November 23, 2020. Joe Johnson discussed the
costs associated with the New Indiana Intake Alternative. An increase in the number of staff
and surface water training of existing staff would be required. Projected water only costs were
discussed for 2030 and 2040 for this alternative. Allison Swisher discussed the 4 categories
of risks for this alternative. A SWOT (Strength, Weakness, Opportunity, and Threat) Analysis
was also conducted for this alternative.
PRESENTATION AND DISCUSSION: NEXT STEPS
Public comments can be submitted over the next month via the website and by phone call .
There will be an online public forum online as well as two online virtual events on December
2, 2020 and December 3, 2020. There will be a 4 page newsletter available as well. Anther
City Council Workshop will be held on December 17th. It is anticipated that the source will be
chosen in January 2021.
