Desiderio Special City Council Meeting Meeting Minutes - Final December 17, 2020 Page 1 of 1 Special City Council Meeting Meeting Minutes - Final December 17, 2020 The Governor’s Office and the Illinois Department of Public Health activated a Tier 3 mitigation plan for all regions of the State of Illinois, effective Friday, November 20, 2020. In an effort to support these mitigation measures, the City of Joliet is limiting in person attendance in the council chambers to 10 people. During meetings, groups of 10 people will be staged in various locations within city hall. These groups will wait in areas with a live feed to the meeting until the Citizens to Be Heard on Agenda items section, the Public Hearing has commenced or the Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov OR register “To Be Called To Speak”. Details can be found on the Joliet.gov “ Public Comments” web page. ROLL CALL: Present: Mayor Robert O'Dekirk, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Herb Lande, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Michael F. Turk CITIZENS TO BE HEARD ON AGENDA ITEMS: There is no one to speak in person but one person registered to be called . Michael is on the line. Michael Roth - He is an attorney representing the Southland Water Agency. He discussed this Water Agency would save millions for the City if it were considered. Allison Swisher, Director of Public Utilities replied to him. NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Public Comments” web page. PRESENTATION: REVIEW OF JOLIET WATER SOURCE ALTERNATIVES Director of Public Utilities, Allison Swisher, presented on the Review of Joliet Water Source Alternatives. A brief discussion was held regarding the two water source alternatives: Lake Michigan, Chicago and Lake Michigan, New Indiana Intake Alternative. Ms. Swisher discussed risk to schedule, implementation cost and debt burden, cost benefits of regionalization, annual cash flow and fifty year total cost of water, future cost increase sensitivity, Joliet's Level of Control, Joliet's Operational Responsibility, Reliability and Resiliency. PRESENTATION AND DISCUSSION: CITY OF CHICAGO Mayor Lightfoot, Mayor of the City of Chicago, gave a lengthy presentation on the Water Purification Plant. Water quality was highlighted, Dept. of Water Management Expertise, Why to Choose Chicago, Water Bill Projection, Total Cash Flow and Cost. Mayor Lightfoot asked for due consideration to partner with Chicago. Deputy Commissioner Andrea Cheng from Department of Water Management spoke regarding the benefits of choosing the City of Chicago as a water source, including emergency response protocols. Mayor Lightfoot introduced Randy Conner (Commissioner, Department of Water Management) and Jennie Bennett (Chief Financial Officer). Councilwoman Jan Quillman inquired about Chromium in the water and how chromium can be avoided in water and taken out. PRESENTATION AND DISCUSSION: CITY OF HAMMOND A brief discussion was held regarding this Indiana intake option. Mayor Tom McDermott from Hammond, Indiana presented on the Hammond, Indiana proposal for a water source . He gave an overview of the benefits of a Hammond, Indiana intake. PRESENTATION AND DISCUSSION: NEXT STEPS Ms. Allison Swisher gave a brief overview of the next steps. She reiterated that whatever choice is made, the City of Joliet will have a high quality, reliable sustainable water source in 2030. A motion was made by Councilwoman Bettye Gavin, seconded by Councilwoman Sherri Reardon, to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.
