The Governor’s Office and the Illinois Department of Public Health activated a Tier 3 mitigation plan for all regions of the
State of Illinois, effective Friday, November 20, 2020. In an effort to support these mitigation measures, the City of Joliet is
limiting in person attendance in the council chambers to 10 people.
During meetings, groups of 10 people will be staged in various locations within city hall. These groups will wait in areas with
a live feed to the meeting until the Citizens to Be Heard on Agenda items section, the Public Hearing has commenced or the
Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow
everyone an opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov

No one registered to be called to speak and no emails received under citizens to be heard on
agenda items.

CLOSED SESSION to discuss the following subjects:
PERSONNEL: The appointment, employment, compensation, discipline, performance or
dismissal of specific City employees (5 ILCS 5/120/2(c)(1))
Councilman Larry E. Hug entered the meeting during Closed Session at approximately
_________.
A motion was made by Councilman Herb Lande, seconded by Councilwoman Jan Hallums
Quillman, to enter into closed session to discuss personnel.

Let the record show the meeting reconvened at 4:18 p.m. with full Council in attendance.
AGENDA ITEM:
Motion to Approve Employment Agreement for City Manager with James V. Capparelli
Mr. Capparelli addressed the Council.
A brief discussion was held regarding a completed background check on Mr. Capparelli and
Mr. Capparelli's willingness to work with all members of the Council.
The Mayor gave a brief overview of Mr. Capparelli's credentials.
Councilwoman Quillman briefly discussed the recently amended City Manager job description.
Interim City Manager Jim Hock stated he promoted Greg Ruddy to replace the retiring Jim
Trizna as Public Works Director effective February 1, 2021.
Mr. Capparelli thanked everyone for their support.
Councilman Lande thanked Mr. Hock for his service.
Mayor O'Dekirk briefly discussed the effects felt by the City without having a permanent City
Manager for 20 months and welcomed Mr. Capparelli.
Greg Ruddy thanked the Mayor and the City Council for the opportunity to serve the City as
the new Public Works Director as of February 1, 2021. The Mayor and Council congratulated
Mr. Ruddy.
A motion was made by Councilman Terry Morris, seconded by Councilman Herb Lande, to
approve the Employment Agreement for City Manager with James V. Capparelli.
The motion carried by the following vote:
Aye: Councilwoman Bettye Gavin, Councilman Larry E. Hug,
Councilman Herb Lande, Councilman Terry Morris and
Councilwoman Jan Hallums Quillman
Nay: Councilman Pat Mudron, Councilwoman Sherri Reardon and
Councilman Michael F. Turk
Abstain: Mayor Robert O'Dekirk

Jerry Hervey spoke regarding Police Command staff concerns.
Suzanna Ibarra spoke about the future of the City.

A motion was made by Councilwoman Bettye Gavin, seconded by Councilwoman Sherri
Reardon, to adjourn.
