The Governor’s Office and the Illinois Department of Public Health has activated a Tier 1 mitigation plan for Region 7 (Will
and Kankakee Counties). Tier 1 limits in-person meetings to 25 people or 25% of overall room capacity (whichever is less).
Council Chambers allows for 10 members of the public while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

PRESENTATION:
Alternative Water Source Program Update and Next Steps
Director of Public Works Allison Swisher introduced the project team, gave an update and
overview of the alternative water source program.
Ms. Swisher gave a presentation reviewing the history of the alternative water source project,
Phase 1 and Phase 2 studies, and the 2020 evaluation.
An overview of public engagement efforts were highlighted as well as revisions to the
November CDWM Preliminary Water Supply Agreement.
Next Steps for preliminary design, engineering, funding, regional outreach, and other activities
were discussed.
Mayor O'Dekirk thanked Ms. Swisher, all the consultants, members of the Environmental
Committee, Hammond Mayor McDermott, and Chicago Mayor Lightfoot for their involvement
in one of the biggest decisions the City and this Council will make.
Councilman Hug concurred with the Mayor but said this will probably be one of the biggest
decisions any Joliet Councilmember will make. He also said that choosing an alternative water
source was out of necessity. He briefly discussed the Illinois State Water Survey and
discussed the Southland water option.

Suzanna Ibarra spoke regarding affordability concerns for safe, clean water.
Cesar Guerrero spoke regarding concerns on the community outreach efforts on this issue

and affordability.
Carl Farrell spoke regarding affordability for the water rate increases.
Jeremy Brzcyki spoke regarding concerns on the crib system for the Hammond option.
Jonathon Marquardt spoke regarding sustainability concerns.

Council.

Option 1: Selection of the New Indiana Intake Alternative as
the source of Lake Michigan water for the City of Joliet
which includes approval of the following:
a. An Ordinance selecting the New Indiana Intake
Alternative as the source of Lake Michigan water and
approving a Preliminary Access Agreement with the City of
Hammond, Indiana.
b. An Amendment #1 to the Alternative Water Source
Program Professional Services Agreement for preliminary
design of a source of Lake Michigan water via a new Indiana
Intake to Stantec Consulting Services, Inc. in the amount of
$24,514,782.00.
Option 2: Selection of the Chicago Department of Water
Management Alternative as the source of Lake Michigan
water for the City of Joliet which includes approval of the
following:
a. An Ordinance selecting the Chicago Department of Water
Management for a source of Lake Michigan water and
approving a Preliminary Agreement with Respect to an
Anticipated Water Supply Agreement with the City of

Approver Report
Per the request of Councilwoman Quillman, Director of Public Works Allison
Swisher gave an overview of the outreach efforts to inform the residents.
A lengthy discussion was held regarding the selection process for the
Professional Service Agreement with Stantec Consulting Services, the current
water main replacement program, placement of the intake of the new source,
water safety and quality, projected rates, and the need to choose a new water
alternative source.
Additional discussion was held on efforts to minimize the rate increases and
options to partner with other municipalities.
A motion was made by Councilman Larry E. Hug for Option 1: An Ordinance
selecting the New Indiana Intake Alternative as the source of Lake Michigan
water and approving a Preliminary Access Agreement with the City of Hammond
Indiana; however, the motion did not receive a second motion. Therefore, the
motion died on the floor.
A motion was made by Councilwoman Sherri Reardon, seconded by
Councilwoman Bettye Gavin, to adopt COUNCIL MEMO #61-21: Ordinance
Selecting a Source of Lake Michigan Water and Approving a Preliminary
Agreement and Approval of Amendment No.1 for the Alternative Water Source
Program for Preliminary Design of a Source of Lake Michigan Water
Option 2: Selection of the Chicago Department of Water Management
Alternative as the source of Lake Michigan water for the City of Joliet which
includes approval of the following:
