Desiderio Special City Council Meeting Meeting Minutes - Pending Approval January 13, 2022 Page 1 of 1 Special City Council Meeting Meeting Minutes - Pending Approval January 13, 2022 As of August 30, 2021, Governor Pritzker announced a statewide indoor mask mandate for all Illinois residents, regardless of vaccination status. In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. 1. ROLL CALL Present: Mayor Robert O'Dekirk, Councilman Joseph Clement, Councilwoman Bettye Gavin, Councilman Cesar Guerrero, Councilman Larry E. Hug, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman and Councilwoman Sherri Reardon Absent: Councilman Terry Morris Council man Hug joined the meeting at 5:40 pm. ALSO PRESENT: Allison Swisher - Director of Public Utilities, Jim Capparelli, City Manager, Sabrina Spano - Corporation Counsel, Theresa O'Grady, of Crawford Murphy & Tilly, and Joe Johnson - Stantec. 2. CITIZENS TO BE HEARD ON AGENDA ITEMS No one signed up and no one wished to speak at this time. This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the City Council do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the Council shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 3. PRESENTATION: ALTERNATIVE WATER SOURCE PROGRAM (AWSP) OVERVIEW AND STATUS UPDATE Allison Swisher, Director of Public Utilities, discussed the overview of the Alternative Water Source Program. 4. PRESENTATION AND DISCUSSION: UPDATE ON WATER COMMISSION FORMATION EFFORTS Allison Swisher presented an update on Water Commission Formation Efforts. 5. PRESENTATION AND DISCUSSION: UPDATE ON AWSP FUNDING AND FINANCIAL STRATEGY Joe Johnson, of Stantec, presented the update on the Alternative Water Source Program funding and Financial Strategy. 6. PRESENTATION AND DISCUSSION: 2021 PRELIMINARY ENGINEERING AND PROGRAM ACCOMPLISHMENTS Theresa O'Grady, of Crawford Murphy & Tilly (CMT), presented the 2021 Preliminary Engineering and Program Accomplishments. PRESENTATION AND DISCUSSION: LOOK AHEAD - 2022 AND BEYOND Allison Swisher presented the Look Ahead for 2022 and Beyond. 8. PUBLIC COMMENTS None at this time.
