ROLL CALL:
Present: Mayor Robert O'Dekirk, Councilman Joe Clement,
Councilwoman Bettye Gavin, Councilman Cesar Guerrero,
Councilman Larry E. Hug, Councilman Terry Morris,
Councilman Pat Mudron, Councilwoman Jan Hallums Quillman
and Councilwoman Sherri Reardon
ALSO PRESENT: City Manager James V. Capparelli and Corporation Counsel Sabrina
Spano.
CITIZENS TO BE HEARD ON AGENDA ITEMS:
Mary Beth Gannon spoke concerning Councilman Mudron's actions.
DISCUSSION: Inspector General Report - Allegations of Intimidation of
Donald Dickinson by Mayor Robert O'Dekirk
Mayor O'Dekirk gave a brief opening statement and then recused himself and stepped down
from the dais at approximately 5:35 p.m.
Shawn Connolly, Inspector General for the City of Joliet, gave a brief overview of his
background and the investigation leading to the final report.
A lengthy discussion was held concerning the Inspector General's report and the censure of
Councilman Mudron.
Councilman Mudron read his statement into the record.

PUBLIC COMMENTS:
Ricardo Meza, attorney on behalf of Councilman Mudron, corrected the next course of action
expressed earlier by Inspector General Connolly.
Lionel Allen spoke regarding former Deputy Chief Reid and former Chief Roechner.
Councilwoman Gavin left the meeting at approximately 6:45 p.m.
Garland Mays spoke regarding the Inspector General Report.
Jerry Hervey spoke regarding the Inspector General Report.

Report.
ADJOURNMENT:
A motion was made by Councilman Larry E. Hug, seconded by Councilman Joe Clement, to
adjourn.
The motion carried by the following vote:
