Water Conservation Committee Meeting Minutes - Final September 2, 2020
The Governor’s Office and the Illinois Department of Public Health activated the mitigation
plan for Region 7, effective August 26, 2020. Region 7 includes Will and Kankakee counties.
The new Region 7 mitigation plan limits in-person meetings to 25 people or 25% of overall
room capacity (whichever is less). Council Chambers allows for 13 members of the public
while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in
excess of the limit will be asked to wait in another room with live feed to the meeting until the
Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting
has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is
recommended that any individual appearing in-person wear a face-covering to cover their
nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting
to publiccomment@joliet.gov.

DISCUSSION: REBATE PROGRAMS UPDATE
Amy Ferris, Deputy Director of Engineering, discussed that 123 subsidized rain barrel have
been sold in 2020 leaving 27 remaining. Ten toilet rebates have also been issued for 2020

and there are 10 remaining available.
DISCUSSION: ORDINANCE REVISIONS UPDATE
Amy Ferris discussed the update of ordinance revisions for water and sewer.
DISCUSSION: RESTAURANT INITIATIVE
Amy Ferris stated there was no new information regarding the initiative. Maria Ana Rafac
brought up comments made by Councilwoman Quillman and discussed. We are working on a
follow up survey to resurvey the 48 (of 400) businesses that would be willing to participate
going forward.
DISCUSSION: COMMUNITY WATER CONSERVATION EFFORTS -
PRACTICAL PLUMBING HANDBOOK
Amy Ferris discussed that the handbook has shipped today. Jeff Freeman, of EEI, discussed
about an upcoming meeting next week by Southwest Planning Group. Also discussed were
ideas for a virtual event.
DISCUSSION: EDUCATION EFFORTS FOR AREA SCHOOLS - UPDATE
Maria Ana Rafac discussed that due to Covid rules we are going to postpone these efforts at
this time.
