Water Conservation Committee Meeting Minutes - Pending Approval June 2, 2021
As Phase 4 of the Restore Illinois Plan continues, Governor Pritzker is moving Illinois forward to a Bridge to Phase 5
mitigation on Friday, May 14, 2021. In order to adhere to social distancing guidelines, the capacity in Council Chambers will
remain at 18 members of the public.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

approve the February 3, 2021 Water Conservation Committee Meeting Minutes.

DISCUSSION: REBATE PROGRAMS UPDATE - RAIN BARREL INCREASE
Amy Ferris, Deputy Director of Public Utilities gave a brief rebate update on toilets and rain
barrels.

Amy Ferris stated the only website change was an update on rain barrels.
DISCUSSION: INTERN INTRODUCTION
Amy Ferris introduced Kyle Gaetz. Kyle is a senior at SIU in Carbondale. He is working on
Water Conservation efforts.
DISCUSSION: RESTAURANT INITIATIVE UPDATE
Kyle Gaetz - Intern discussed this topic.
DISCUSSION: COMMUNITY WATER CONSERVATION EFFORTS
Amy Ferris briefly discussed a 5K with individuals with Will County Green.
Maria Rafac said there is a meeting tomorrow morning to discuss JJC being a starting point.
DISCUSSION: EDUCATION EFFORTS FOR AREA SCHOOLS - UPDATE
Amy Ferris stated there was no update. Kyle is going to help with this topic. Maria is going to
work on reconvening the group.
DISCUSSION: ISTC WATER AUDITS UPDATE
Amy Ferris briefly discussed the update.
DISCUSSION: ILLINOIS PLUMBING CODE UPDATE
Richard Rodriguez discussed this. There is no movement on this. The Illinois Department of
Public Health has been focused on the pandemic. The State of Illinois is doing studies on
water rates throughout the state.
DISCUSSION: FUTURE OF THE WATER CONSERVATION SUBCOMMITTEE
Amy Ferris stated one of the Committee members is no longer here. We are down to two
committee members. Amy Ferris' last day is tomorrow. Need to decide if there will be still be
a committee or transition to an informal committee. Amy recommends changing this to an
informal committee. Marie Rafac agreed this needs to be an informal committee. She
recommends still meeting monthly. Joseph - Citizen gave his thoughts regarding this.
