The Governor’s Office and the Illinois Department of Public Health activated a Tier 2
mitigation plan for Region 7 (Will and Kankakee Counties), Region 8 (DuPage and Kane
Counties) and Region 5 (Southern Illinois), effective Wednesday, November 11, 2020. The
new mitigation plan limits in-person meetings to 10 people.
During meetings, any member of the public physically present in the Council Chambers in
excess of the limit will be asked to wait in another room with live feed to the meeting until the
Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting
has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is
recommended that any individual appearing in-person wear a face-covering to cover their
nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting
to publiccomment@joliet.gov.

PETITION 2020-33: A Special Use Permit to allow an indoor and outdoor

NEW BUSINESS: PUBLIC HEARING
PETITION 2020-40: A Special Use Permit to allow an office in TMP-0642
an I-2 (General Industrial) zoning district, located at 742-744
Collins Street.

PETITION 2020-41: A Special Use Permit for a day care TMP-0641
center and a Variation from the residential lot setback
requirement for a day care from 40’ to 0’ (zero), located at
1100 Plainfield Road.

Mr. James Torri read the staff report into the record. Chairman Hennessy swore
in Petitioner Chetmira Barnes, 2470 Red Oak Trail, Crest Hill. Ms. Barnes
currently owns a home daycare in Crest Hill, half of the families she cares for
live in Joliet. Ms. Barnes would like to open a space in Joliet to better serve her
customers. Chairman Hennessy swore in Property Owner Rick Dow, 1100
Plainfield Road, Joliet. Mr. Dow came out in support of the daycare business.
No one showed up in opposition of this petition.
A motion was made by Bob Nachtrieb, seconded by Charles McCauley, to
approve PETITION 2020-41: A Special Use Permit for a day care center and a
Variation from the residential lot setback requirement for a day care from 40’ to
0’ (zero), located at 1100 Plainfield Road with the following conditions:
1. An outdoor play area along the west side of the building with at least 694
square feet shall be created prior to the business opening;
2. The outdoor play area shall be enclosed by a minimum three (3) foot high
fence prior to the business opening;
3. That a dumpster shall be provided and the dumpster shall be screened by a
six (6) foot high solid fence with a locking gate prior to the business opening;
4. That the Special Use granted shall herein terminate and lapse unless a
building permit or certificate of occupancy is obtained not later than 180 days of
the effective date of this ordinance and the erection or alteration of a building is
started or the use is commenced within such period. The Board may grant an
extension of this period, valid for no more than one hundred and eighty (180)
additional days, upon written application and good cause shown without notice
or hearing. Whether or not there is an intention to abandon the Special Use, if
any special use is discontinued for a continuous period of one year, or if an
intent to abandon the Special Use is evident in a shorter period of time, the
Special Use for such use shall become void, and such use shall not thereafter
be reestablished unless a new Special Use Permit is obtained;
5. Failure to comply with any of the above conditions could result in a rehearing
and a possible revocation of the special use permit.
6. Should the property be declared a public nuisance, it shall be subject to a
rehearing and a possible revocation of the Special Use Permit; and
7. That the business shall be registered with the City Clerk’s Office.

PETITION 2020-42: A Special Use Permit and a series of TMP-0640
Variations to allow a public museum, located at 1314
Elizabeth Street.

Mr. James Torri read the staff report into the record. Chairman Hennessy swore
in Joliet Historical Museum Board Member Gregory Peerbolte, 204 N. Ottawa
Street, Joliet. Mr. Peerbolte appeared in support of this petition. Kenneth and
Irene Odorizzi, the owners of 1314 Elizabeth Street would like to convert the
property into a museum to educate on the Slovenian culture in Joliet, Illinois.
The property has belonged to Irene's family for generations and was used as a
general store in the past.
Ms. Jayne Bernhard read a public comment of support from Phil and Tiffany
Johnson, 1311 Elizabeth Street, Joliet. The Johnson's are excited to welcome
the museum and they believe it will be a great addition to the neighborhood .
No one showed up in opposition of the petition.
A motion was made by Bob Nachtrieb, seconded by Vincent Alessio to approve
PETITION 2020-42: A Special Use Permit and a series of Variations to allow a
public museum, located at 1314 Elizabeth Street with the following conditions:
1. That the property shall be limited to one housing unit (apartment);
2. That two off-street parking spaces shall remain for the existing housing unit
(apartment);
3. That a 6’ high privacy fence shall be installed along the south and east
property lines prior to the issuance of a Certificate of Occupancy;
4. That a public sidewalk shall be installed along Russell Street prior to the
issuance of a Certificate of Occupancy;
5. That all buildings shall be connected to the City’s sewer and water lines prior
to the issuance of a Certificate of Occupancy;
6. That the Special Use granted shall herein terminate and lapse unless a
building permit or certificate of occupancy is obtained not later than 180 days of
the effective date of this rdinance and the erection or alteration of a building is
started or the use is commenced within such period. The Board may grant an
extension of this period, valid for no more than one hundred and eighty (180)
additional days, upon written application and good cause shown without notice
or hearing. Whether or not there is an intention to abandon the Special Use, if
any special use is discontinued for a continuous period of one year, or if an
intent to abandon the Special Use is evident in a shorter period of time, the
Special Use for such use shall become void, and such use shall not thereafter
be reestablished unless a new Special Use Permit is obtained;
7. Failure to comply with any of the above conditions could result in a rehearing
and a possible revocation of the special use permit; and

Report
Mr. James Torri read the staff report into the record. Chairman Hennessy swore
in Property Owner Salvador Rosas, Jr., 1104 Edgerton Drive. Mr. Rosas showed
up in support of his petition. Mr. Rosas has replaced his front door three times
due to damage from water. Mr. Rosas would like to install the roof over the door
to deter water away from the front door. A Board Member questioned whether or
not City Staff agrees this will resolve the petitioner's water issues. Mr. Torri
explained he believes it will help with his water issues, although it may not solve
the water problems entirely.
No one showed up in opposition of this petition.
A motion was made by Charles McCauley, seconded by Vincent Alessio to
approve PETITION 2020-43: A Variation of a front yard setback from 30’ to
25.65’ in order to construct a covered front porch, located at 1104 Edgerton
Drive.

Mr. Jim Torri read the staff report into the record. Chairman Hennessy swore in
Attorney Michael Hansen, 111 N. Ottawa Street, who appeared on behalf of the
petition. Mr. Hansen explained that this is the fourth location of Lenny's Gas N
Wash in the area. Mr. Hansen also explained that he worked with City Staff to
make sure all of the correct procedures were followed.
No one showed up in opposition to the petition.

A motion was made by Vincent Alessio, seconded by Bob Nachtrieb to approve
PETITION 2020-44: A Special Use Permit to allow an accessory car wash to a
fueling facility, located at 5951 Theodore Street and PETITION 2020-45: A
Variation on maximum allowed signage for a “Food N Fuel” gas station, located
at 5951 Theodore Street with the following conditions:
1. That the future building shall meet the requirements for architectural
appearance as per the requirements of the City’s Non-Residential Design
Standards;
2. That the Special Use granted shall herein terminate and lapse unless a
building permit or certificate of occupancy is obtained not later than 180 days of
the effective date of this ordinance and the erection or alteration of a building is
started or the use is commenced within such period. The Board may grant an
extension of this period, valid for no more than one hundred and eighty (180)
additional days, upon written application and good cause shown without notice
or hearing. Whether or not there is an intention to abandon the special use, if
any special use is discontinued for a continuous period of one year, or if an
intent to abandon the special use is evident in a shorter period of time, the
special use for such use shall become void, and such use shall not thereafter be
