In order to adhere to social distancing guidelines, the capacity in Council Chambers will remain at 18 members of the public. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. Huron, Chicago, IL & Mr. Bryan Kopp, 5050 River Road, Schiller Park, IL, appeared on behalf of this petition. Mr. Kopp gave a presentation on the proposed outdoor entertainment venue and haunted house . Ms. Amy Sanchez, 1602 Stratford Ct., appeared in support of the petition on behalf of the Collins Street Neighborhood Council. Ms. Sanchez asked how traffic will affect the nearby neighborhoods and she asked if the company plans to apply for a liquor license. Ms. Sanchez would like for the petitioner to reach out to the nearby neighbors to discuss the traffic pattern. Ms. Roehr asked if there is a concern with safety from trespassers breaking into the Joliet Penitentiary property, which is adjacent to this development. Ms. Roehr asked if resources will be available to help with securing the property. Mr. Torri stated that City Staff is concerned with traffic overflow and visitors crossing Collins Street. Mr. Torri said the petitioner is working with the Joliet Police Department to come up with a plan for patrons crossing Collins Street during events. Ms. Roehr asked if security cameras are in place, Mr. Torri said the Page 3 of 6 Zoning Board of Appeals Meeting Minutes May 20, 2021 property is secured. Ms. Jayne Bernhard added that the President of the Joliet Area Historical Museum does not have any security concerns at this time. The only concern is circulation of traffic. Ms. Junia stated the petitioners are interested in applying for liquor licensing in the future and they are open to input when the time comes. Ms. Junia stated that all events are very well staffed and the petitioners will provide safe and fun events. Ms. Junia stated the petitioner will work hand and hand with the City of Joliet to ensure safe events. Mr. Riggs asked if any one else would like to speak on behalf of this petition. No one came forward. A motion was made by Charles McCauley, seconded by Vincent Alessio, to approve: PETITION 2021-25: A Special Use Permit for a year-round indoor and outdoor entertainment venue, including a haunted house located at 401 Woodruff Road. Mr. Julius Caesar, 22394 Woodland Ln., Frankfort, IL appeared on behalf of this petition. Ms. Roehr asked if city staff will follow-up with this special exception after the expiration date. Mr. Torri stated the Planning Department will follow up with this in a year. Mr. Alessio asked if the petitioner would have to come back in for an additional exception. Mr. Torri stated that city staff will not support any further extension of this exception. Mr. Riggs asked if any one else would like to speak on behalf of this petition. No one came forward.
