Under Phase 5, all sectors of the economy can resume at regular capacity with new safety guidelines and procedures . Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person who is not fully vaccinated wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. CALL TO ORDER ROLL CALL Present Ed Hennessy, Vincent Alessio, Charles McCauley, Bob Nachtrieb, Jim Riggs and Brigette Roehr Absent Colette Safford APPROVAL OF MINUTES A motion was made by Charles McCauley, seconded by Brigette Roehr, to approve the June 17, 2021 Zoning Board of Appeals meeting minutes. PETITION 2021-22: A Variation for a community identification ID-436-20 display sign, located at 1990 W. Jefferson Street. Attachments: 2021-22 thru 2021-24 Combined ZBA Staff Report Mr. James Torri read the staff reports into record for petitions 2021-22, 2021-23 & 2021-24. Chairman Hennessy swore in Mr. Gary Davidson, 2 N. 129th Infantry Drive, Joliet, IL. Mr. Davidson appeared on behalf of this petition. Chairman Hennessy asked how many of the monument message centers are up already. Mr. Davidson said eight signs. Chairman Hennessy asked if there have been issues with the existing signs, Mr. Torri said no. Mr. McCauley asked if the signs will benefit the owners of the locations, Mr. Davidson stated that they will not receive pay, the sign company will lease the space the signs sit on. Mr. Nachtrieb spoke about the zoning of a property on Essington road. Mr. Torri announced that staff received an email from Elizabeth Avilez, Ms. Avilez is opposed to the Essington Rd. & Theodore St. location due to the proposed sign being close to a residential neighborhood. Mr. Davidson said that he has spoken with Ms. Avilez and asked for input on the proposed sign location & setup. Chairman Hennessy asked if any one would like to speak about this petition. A motion was made by Bob Nachtrieb, seconded by Jim Riggs, to approve PETITION 2021-22: A Variation for a community identification display sign, located at 1990 W. Jefferson Street. PETITION 2021-35: A series of Variations to allow the TMP-1999 expansion of an existing gas station, located at 1160 W. Jefferson Street. Attachments: ZBA 2021-35 (1160 W. Jefferson St) Staff Report Packet Mr. James Torri read the staff report into the record. Chairman Hennessy swore in Mr. Stan Weisbrod 6 Lake Street, Oak Park, IL. Mr. Weisbrod appeared on behalf of the petition. Mr. Weisbrod explained the expansion of the store and how it will help the business. The new building will also meet all of the design criteria. Chairman Hennessy asked if the gaming license did not get approved, would the extra retail space just be used as retail only. Mr. Weisbrod said yes. Chairman Hennessy asked if the rear fence will be repaired, Mr. Torri said due to the fact that the building will run along the property line a fence will not be necessary. Ms. Roehr asked if the existing frame shed will have surveillance, Mr. Weisbrod said the shed will stay for extra stock for the store. Chairman Hennessy asked if the shed will stay or get removed, Mr. Weisbrod said the shed will stay at the site. Mr. Weisbrod said the new location of the shed will not be visible to the public, he stated the shed will be elevated and it will be difficult to access. Mr. Nachtrieb asked if there will be any windows in the back of the building, facing the residences, Mr. Weisbrod said no. Ms. Roehr asked about the retaining wall & setback in the rear yard. Mr. Weisbrod stated they are going up to the property line to maximize the square footage of the lot. Mr. Roehr asked if there is any opposition from the Building Inspections Department due to the proposed building being so close to the property line. Mr. Torri stated the Page 3 of 7 Zoning Board of Appeals Meeting Minutes July 15, 2021 Building Department will not review the proposed building in detail until the building permits are pulled. Ms. Roehr talked about living nearby and visiting this gas station, she said it is good to see the business expanding but she is concerned with the proposed buildings closeness to the property line. Chairman Hennessy asked is any one else would like to speak about this petition. No one came forward. A motion was made by Bob Nachtrieb, seconded by Vincent Alessio, to approve PETITION 2021-35: A series of Variations to allow the expansion of an existing gas station, located at 1160 W. Jefferson Street. Jefferson Street, Lockport, IL. Ms. Hernandez appeared on behalf of the petition. Chairman Hennessy asked who will be paving the rear parking area. The work will be completed by a local Contractor. Ms. Roehr asked how two homes ended up on one lot. Mr. Torri explained that cash deals and old zoning laws may have allowed the homes to exist this way. Mr. Roehr asked what happens if they would like to split up the lot into two PIN numbers, Mr. Torri stated the properties would have to go through the subdivision process. Mr. Torri also explained the PIN separation process. Mr. Nachtrieb asked if the utility services were separated, the water and electrical have been separated. Chairman Hennessy asked if any one else would like to speak about this petition. No one came forward. Ms. Robinson gave a project update on the new Raising Canes restaurant project. Mr. Nachtrieb asked how long construction will take, Ms. Robinson said it typically takes 150 days for construction and training. Chairman Hennessy asked if any one would like to speak about this petition. No one came forward. Ms. Kanive-Rickmon appeared in support of her petition along with her son Marion. Marion talked about his therapy chickens. Ms. Roehr asked how the nearby neighbors to the felt about the chickens, Ms. Kanive-Rickmon said the neighbors are supportive and some of them enjoy the eggs. Ottawa Street, Joliet, IL. Mr. Washburn clarified that the building permit must be obtained within 180 days not 80 days. Mr. Washburn gave an update on the project. Mr. McCauley asked if the Sunbelt facility on Oak Leaf Drive in Joliet was moving, Mr. Washburn said there is no currently plan to move that location. Chairman Hennessy asked if any one else would like to speak on behalf of this petition. No one came forward. A motion was made by Jim Riggs, seconded by Charles McCauley, to approve PETITION 2021-40: A Special Use Permit to allow an equipment and tool rental, sale, display, repair, maintenance and warehousing, located at 2951 Mound Road and PETITION 2021-41: A Variation to increase maximum height of signage, located at 2951 Mound Road. The motion carried by the following vote: Aye: Hennessy, Alessio, McCauley, Nachtrieb, Riggs and Roehr OLD/NEW BUSINESS—NOT FOR FINAL ACTION OR RECOMMENDATION Mr. Alessio will not be attending the September meeting.
