As of August 30, 2021, Governor Pritzker announced a statewide indoor mask mandate for all
Illinois residents, regardless of vaccination status.
In compliance with Governor Pritzker’s mandate, any individual appearing in person must
wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting
to publiccomment@joliet.gov.

A motion was made by Brigette Roehr, seconded by Bob Nachtrieb, to approve
the October 21, 2021 Zoning Board of Appeals Meeting Minutes. The motion
carried by the following vote:

PETITION 2021-60: A series of Variations on signage, TMP-2747
located at 1444 N. Larkin Avenue.

Mr. Torri read the staff report into the record.
Chairman Hennessy swore in Mr. William Holley, 310 Telsa Rd., Lake Zurich, IL.
Mr. Holley gave a brief explanation of the signage requests for the new Portillo's
restaurant. Chairman Hennessy asked if orders will be taken inside the
restaurant, Mr. Holley said yes, it will be take-out only, there is no seating inside
the restaurant. Mr. Nachtrieb asked if there will be seating outside, Mr. Holley
said no. Mr. McShane asked how many people can wait inside, Mr. Holley said
the construction is still underway so it is difficult to tell. Chairman Hennessy
asked how many cars the three-lane drive-thru could have at once, Mr. Holley
said maybe 40-50 cars at once.
Chairman Hennessy asked if anyone else would like to speak about this petition.
No one came forward.
A motion was made by Bob Nachtrieb, seconded by Colette Safford, to approve
PETITION 2021-60: A series of Variations on signage, located at 1444 N. Larkin
Avenue. The motion carried by the following vote:

PETITION 2021-61: A Variation on signage to allow a wall TMP-2748
sign on the east elevation that does not face a public way,
located at 2504 W. Jefferson Street.

PETITION 2021-61: A Variation on signage to allow a wall sign on the east
elevation that does not face a public way, located at 2504 W. Jefferson Street.

PETITION 2021-62: A Variation to reduce front yard setback TMP-2749
from 30 ft. to 8.5 ft. to allow the construction of a
second-story addition and front porch to an existing
single-family home, located at 419 Oneida Street.

Chairman Hennessy swore in Mr. Juan Romero, 419 Oneida Street, Joliet, IL.
Mr. Romero explained that he would like to add additional living space upstairs
and a front porch to sit outside. Mr. Romero gutted the home for remodeling and
discovered there was a lot more work needed.
Mr. Nachtrieb said that this house used to have a front porch that was enclosed
to become a part of the house. Mr. Nachtrieb asked Mr. Romero what he
planned on doing with the vacant lot he owns next door, Mr. Romero said that he
would like to build a home on the vacant lot. Mr. Nachtrieb suggested moving
the entrance to the side of the house to add on a front porch so the front yard
setback wouldn't be an issue. Mr. Nachtrieb explained that extending further into
the front yard will look odd. Other homes nearby are setback further from the
front property lines. Mr. Nachtrieb suggested adding on to the back of the house
or just restoring the original covered porch so there is no setback issue. Mr.
Romero said adding on to the back of the house or connecting the house to the
garage could cause drainage issues.
Chairman Hennessy asked if there is an additional plan if the front porch is not
allowed, Chairman Hennessy asked if the second story could be completed
without the front porch. Mr. Romero answered that the Architect would have to
redo the plans. Mr. Romero asked if he could still have the concrete porch
without the roof. Mr. Romero and the board members discussed other nearby
homes with non-conforming setbacks. Ms. Roehr asked if Mr. Romero will be
removing the fence, Mr. Romero said he will be putting up a better fence.
Ms. Safford asked if a setback variation is required to add a concrete porch, Mr.
Torri said there is a 20 ft. setback unroofed porches in front yards. Mr. Torri
suggested tabling the petition to add a variation on the unroofed front porch and
to allow Mr. Romero a chance to revise the second-story building plans.
Chairman Hennessy asked if Mr. Romero would like to put the petition on hold
until the December Zoning Board of Appeals meeting, Mr. Romero asked if he
could do something smaller like a front side walk. Mr. Torri said a sidewalk can
go out to front property line without applying for a variance. Mr. Romero said he
would like to add an awning over the front door.
Chairman Hennessy asked if any one else would like to speak about this

Ms. Safford made a motion to approve the second-story addition construction
only.
A motion was made by Colette Safford, seconded by Brigette Roehr, to approve
with conditions PETITION 2021-62: A Variation to reduce front yard setback
from 30 ft. to 8.5 ft. to allow the construction of a second-story addition and front
porch to an existing single-family home, located at 419 Oneida Street. The
motion carried by the following vote:
Aye: Hennessy, Nachtrieb, Riggs, Safford, Roehr and McShane
PETITION 2021-63: A Special Use Permit to allow truck and TMP-2750
trailer parking, cartage, and truck and trailer repair,
including body work and painting, located on the west side
of Chicago Street at Emerald Drive.

Chairman Hennessy swore in Mr. John Phillip, 111 E. Jefferson Avenue,
Naperville, IL. Mr. Phillip gave an overview of the proposed project. Mr. Riggs
asked if turning lanes will be added on Route 53, Mr. Phillip answered that there
will be a right-in right-out from Rachel Avenue. Mr. Phillip said there will be new
turning lanes at the intersection of Emerald Avenue and Route 53. Mr. Riggs
asked Mr. Torri if he has seen any plans for turning lanes, Mr. Torri showed
visual aids and explained the street expansions for the new development.
Chairman Hennessy swore in Ms. Shirley Hillsman, 206 Zurich Rd., Joliet, IL.
Ms. Hillsman asked where the proposed project is located. Mr. Torri said it will
be adjacent to Pheasant Run Road. Ms. Hillsman asked if there will be a road
extended to Zurich Rd. Mr. Torri said no, the development will not be that far
north.
Chairman Hennessy swore in Ms. Kalous, 240 Zurich Rd., Joliet, IL. Ms. Kalous
is concerned that the developer will be driving construction equipment on Zurich
Rd. Mr. Torri stated that there should be no reason for the developer to use
Zurich Rd., all of the traffic should use Route 53. Ms. Kalous asked if there
would be a back entrance, Mr. Torri said no everything will be off of Route 53.
Chairman Hennessy asked if anyone else would like to speak on behalf of this
petition. No one came forward.
A motion was made by Bob Nachtrieb, seconded by Pat McShane, to approve
PETITION 2021-63: A Special Use Permit to allow truck and trailer parking,
