CALL TO ORDER ROLL CALL Present Ed Hennessy, Vincent Alessio, Bob Nachtrieb, Jim Riggs and Colette Safford Absent Brigette Roehr and Pat McShane APPROVAL OF MINUTES November 17, 2022 Zoning Board of Appeals Meeting TMP-4847 Minutes Attachments: 11-17-22 ZBA Minutes A motion was made by Bob Nachtrieb, seconded by Vincent Alessio, to approve the November 17, 2022 Zoning Board of Appeals Meeting Minutes. The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb and Safford Abstain: Riggs CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. PETITION 2022-47: A Variation on signage to allow a wall TMP-4878 sign that does not face a public way, located at 2211 W. Jefferson Street. Attachments: ZBA 2022-47_TABLING REQUEST_December A motion was made by Jim Riggs, seconded by Bob Nachtrieb, to table to the June 15, 2023 Zoning Board of Appeals meeting PETITION 2022-47: A Variation on signage to allow a wall sign that does not face a public way, located at 2211 W. Jefferson Street. Mr. Talmadge appeared in opposition to this petition. Mr. Woytek responded to some of the residents concerned. Chairman Hennessy asked if anyone else would like to speak about this petition. No one came forward. A motion was made by Vincent Alessio, seconded by Jim Riggs, to deny PETITION 2022-73: A Special Use Permit to allow an automobile storage lot for an existing used automobile sales business, located at 115 N. Center Street. The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb, Riggs and Safford PETITION 2022-74: A Variation of Use to allow an indoor TMP-4874 self-storage facility, a B-3 (General Business) use, in a B-1 (Neighborhood Business) zoning district, located at 1735 E. Cass Street. PETITION 2022-75: A Special Use Permit to allow an indoor self-storage facility, located at 1735 E. Cass Street. Attachments: 1735 E. Cass Street_Staff Report Packet Mr. Torri read the staff report into the record. Chairman Hennessy swore in Mr. Jeff Pelock, 36W538 Michael Court, St. Charles, IL. Mr. Pelock appeared in support of his petition. Chairman Hennessy asked if there are any other locations in Joliet, Mr. Pelock said no. Chairman Hennessy asked what is the demand for this type of facility, Mr. Pelock said it is a very sought after real estate class. Mr. Torri clarified the requirements for the exterior building materials. Mr. Nachtrieb asked about the storm water management due to the water issues at that property. Mr. Pelock said that the company is required by law to have a storm water management system in place. Chairman Hennessy asked if anyone else would like to speak on behalf of this petition. No one came forward. A motion was made by Jim Riggs, seconded by Bob Nachtrieb, to approve PETITION 2022-74: A Variation of Use to allow an indoor self-storage facility, a B-3 (General Business) use, in a B-1 (Neighborhood Business) zoning district, located at 1735 E. Cass Street and PETITION 2022-75: A Special Use Permit to allow an indoor self-storage facility, located at 1735 E. Cass Street.
