City Hall City of La Crosse, Wisconsin 400 La Crosse Street La Crosse, WI 54601 Meeting Minutes - Final Judiciary & Administration Committee Tuesday, February 3, 2026 6:00 PM Council Chambers City Hall, First Floor Call To Order Chair Mindel called the meeting to order at 6:02 p.m. Roll Call Present: 7 - Crystal Bedford, Gary Padesky, Jennifer Trost, Lisa Weston, Mackenzie Mindel, Olivia Stine,Tamra Dickinson Agenda Items: 24-1287 A CHARTER ORDINANCE to create Section 19 of Appendix A of the Code of Ordinances of the City of La Crosse creating the position, duties and responsibilities of the Office of the City Administrator and removing duties from the Office of the Mayor. Unanimous consent to open public hearing. The following spoke: John Satory, Kevin Hundt, and Bill Harnden. Unanimous consent to close public hearing. A motion was made by Trost, seconded by Weston, that the Charter Ordinance be REFERRED with NO RECOMMENDATION to the Common Council on 2/12/2026. The motion carried by the following vote: Yes: 7- Bedford, Padesky, Trost, Weston, Mindel, Stine,Dickinson City of La Crosse, Wisconsin Page 1 Judiciary & Administration Meeting Minutes - Final February 3, 2026 Committee 25-1265 Amended Resolution providing course of action to the Wisconsin Department of Transportation with respect to Alternatives for USH 53 Corridor Study, from King Street to La Crosse Street. Unanimous consent to open public hearing. The following spoke: Kali Goodwin, Paul Leithold, Cathy Van Maren, Bill Harnden, Ryan Johnson, Andrew Ericson, Chad Honeycut, Abbie Leithold-Gerzema, Bridget Brown, Kevin Hundt, Spenser Nickelatti, John Satory. Unanimous consent to close public hearing. A motion was made by Padesky, seconded by Stine, that the Resolution be RECOMMENDED TO BE ADOPTED with Alternative 3 (hybrid option). The motion failed by the following vote: Yes: 3- Trost, Mindel,Stine No: 4- Bedford, Padesky, Weston,Dickinson A motion was made by Padesky, seconded by Bedford, that the Resolution be RECONSIDERED. The motion carried by the following vote: Yes: 6- Bedford, Padesky, Trost, Mindel, Stine,Dickinson No: 1- Weston A motion was made by Padesky, seconded by Bedford, that the Resolution be AMENDED to recommend Alternative 2 instead of Alternative 3. The motion carried by the following vote: Yes: 5- Bedford, Padesky, Weston, Stine,Dickinson No: 2- Trost,Mindel A motion was made by Dickinson, seconded by Weston, that the Resolution be RECOMMENDED TO BE ADOPTED AS AMENDED (with Alternative 2) to the Common Council on 2/12/2026. The motion carried by the following vote: Yes: 5- Bedford, Padesky, Weston, Stine,Dickinson No: 2- Trost,Mindel 25-1307 AN ORDINANCE to amend section 103-104 of the Code of Ordinances of the City of La Crosse to clarify code language regarding value of the building to be used. A motion was made by Padesky, seconded by Dickinson, that the Ordinance be RECOMMENDED TO BE ADOPTED to the Common Council on 2/12/2026. The motion carried by the following vote: Yes: 7- Bedford, Padesky, Trost, Weston, Mindel, Stine,Dickinson City of La Crosse, Wisconsin Page 2 Judiciary & Administration Meeting Minutes - Final February 3, 2026 Committee 26-0038 Various license applications pursuant to Chapters 4, 6, and/or 10 of the La Crosse Municipal Code for the license period 2025-2026 (February). A motion was made by Weston, seconded by Stine, that the Application be RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council on 2/12/2026. The motion carried by the following vote: Yes: 7- Bedford, Padesky, Trost, Weston, Mindel, Stine,Dickinson 26-0055 AN ORDINANCE to amend Subsection 40-13(a), adding two definitions to Section 40-103, to create Section 40-106(11), to renumber Section 40-106(11) to 40-106(12), and to amend Sections 2.2(b)(4) and 2.36(6) of the Code of Ordinances of the City of La Crosse regarding dumpster permits. A motion was made by Bedford, seconded by Weston, that the Ordinance be RECOMMENDED TO BE ADOPTED to the Common Council on 2/12/2026. The motion carried by the following vote: Yes: 7- Bedford, Padesky, Trost, Weston, Mindel, Stine,Dickinson 26-0058 AN ORDINANCE to create chapter 6, Article I, Section 20 of the Code of Ordinances of the City of La Crosse regarding harassment of service animals. A motion was made by Bedford, seconded by Stine, that the Ordinance be RECOMMENDED TO BE ADOPTED to the Common Council on 2/12/2026. A motion was made by Trost, seconded by Stine that the Charter Ordinance be RECOMMENDED TO BE ADOPTED. A motion was made by Trost, seconded by Bedford, that the Charter Ordinance be AMENDED as proposed in Legistar (CM Newberry Amended Ordinance). A motion was made by Trost, seconded by Weston, that the Charter Ordinance be AMENDED TO add language to (h)2. The motion carried by the following vote: Yes: 7- Bedford, Padesky, Trost, Weston, Mindel, Stine,Dickinson A motion was made by Trost, seconded by Weston, that the Charter Ordinance be AMENDED to replace language in Section V and VI. The motion failed by the following vote: No: 6- Bedford, Padesky, Weston, Mindel, Stine,Dickinson Abstain: 1- Trost A motion was made by Padesky, seconded by Trost, that the Charter Ordinance be AMENDED to change language in (e) from "bachelor's degree" to "master's degree", and change "preferred" to "required". The motion carried by the following vote: Yes: 4- Padesky, Trost, Weston,Stine No: 3- Bedford, Mindel,Dickinson A motion was made by Trost, seconded by Stine, that the Charter Ordinance be RECOMMENDED TO BE ADOPTED AS AMENDED to the Common Council on 2/12/2026. The motion carried by the following vote: Yes: 7- Bedford, Padesky, Trost, Weston, Mindel, Stine,Dickinson 26-0081 Application of Green Circle Recovery LLC for Junk Dealer License at 3019 Commerce Street and request for waiver of the 1,000 foot requirement pursuant to Municipal Code Sec. 10-460(b). A motion was made by Padesky, seconded by Stine, that the Application be RECOMMENDED RESOLUTION APPROVING THE SAME to the Common Council on 2/12/2026.
