2024 MINUTES REGULAR MEETING HIGHLAND CEMETERY BOARD WEDNESDAY, FEBRUARY 07, 2023, 2:00 PM OWENS MULTIPURPOSE CENTER 1405 SW 11th STREET, LAWTON, OK, 73501 CONFERENCE/BREAK ROOM The Meeting of the Highland Cemetery Board was held Wednesday, February 07, 2023, at the Owens Multipurpose Center, 1405 SW 11th Street, Lawton, Oklahoma, and called to order by Commission Chairman Barry Beauchamp, at 2:00 p.m. ROLL CALL: MEMBERS PRESENT: Barry Beauchamp Robert Williams, Gerald “Deuce” Gragg MEMBERS ABSENT: None STAFF PRESENT: Donald Kousman, Sexton; Mitchell Dooley Deputy Director Parks & Recreations, Antonio Hopson, Parks & Grounds Superintendent OTHERS PRESENT: None --------------------------------------------------------------------------------------------------------------------- II. Consider discussion with Misty Tilghman and Marsha Pendley about a stolen grave marker from their mother’s/sister’s lot. Commission members provided a copy of the signed memo mailed to Misty Tilghman certified mail through the COL Clerks office. Letter detailed the steps to be taken on Mrs. Tilghman’s’ behalf to reach the resolution and the efforts to be made by Cemetery staff. ------------------------------------------------------------------------------------------------------------------ V. NEW BUSINESS A. Consider approving the minutes of the October 5, 2023, Special Meeting. Consider discussing security and lighting improvements on Cemetery grounds. 1  Recommendation to table this item until the next meeting. This item was to be presented by Larry Parks, P&R Director who is not present at the time. Consider discussion ON Cemetery office and chapel restoration. Commission members provided with copies of contractors quotes from Owen’s Construction ($83,332.61) and Color Splash ($57,450.25). Awaiting a third and final quote. Recommendation to table item until all quotes are acquired. Consider discussion on utilizing the Cemetery care fund for the purchase of new zero turn 60” mower. Quote from B&B Garage LLC provided. Recommendation to allow the purchase of 60” mower from the cemetery care fund.
