MINUTES LAWTON URBAN HOMESTEADING AGENCY (LUHA) SPECIAL MEETING SEPTEMBER 28, 2004 - 6:00 P.M. WAYNE GILLEY CITY HALL COUNCIL CHAMBER The meeting was called to order at 6:15 p.m. by John P. Purcell, Jr., Chairman. Notice of meeting and agenda were posted on the City Hall Notice Board as required by State Law. ROLL CALL PRESENT: Randy Bass, Rex Givens, Glenn Devine, Amy Ewing-Holmstrom, Robert Shanklin, Jeffrey Patton, Stanley Haywood, Randy Warren. ABSENT: None. ALSO PRESENT: Larry Mitchell, City Manager; John Vincent, City Attorney; Karen Mull, City Clerk’s Office. ____________________________________________________________________________________ CONSIDER APPROVAL OF THE MINUTES OF SEPTEMBER 14, 2004 SPECIAL MEETING OF THE LAWTON URBAN HOMESTEADING AGENCY (LUHA). MOVED by Warren, SECOND by Patton, to approve the Minutes of September 14, 2004. AYE: Patton, Warren, Bass, Givens, Shanklin. ABSTAIN: Haywood, Ewing-Holmstrom. NAY: None. MOTION CARRIED. _____________________________________________________________________________________ BUSINESS ITEMS: 1. Consider approving the contracts of sale of real estate between the Lawton Urban Homesteading Agency (LUHA) and John Herrera and Abigail Imes for the residential property at 2205 NW 26th Street, April Burkholder for the residential property at 1730 SW 14th Place, Carrie Thiessen for the residential property at 511 NW 60th Street, and Bobby and Deborah Glasco for the residential property at 738 SW 46th Street and authorizing the Chairman and Secretary to execute all the necessary documents to transfer the properties to the homebuyers. Exhibits: Exhibit A – Informational Spreadsheet; Exhibits B, C, and D – Contracts of Sale of Real Estate (John Herrera and Abigail Imes, April Burkholder, Carrie Thiessen, and Bobby and Deborah Glasco) are available for review in the City Clerk’s office. Staff presentation was that this is part of the approved plan with HUD. Citizens will be allowed to purchase these homes will, and then in 5 years time, they can purchase them using their own financing, which will relieve the City of liability for these homes and any payback in the future. Recommendation was for approval. MOVED by Shanklin, SECOND by Haywood, to approve the contracts for sale. AYE: Haywood, Warren, Bass, Givens, Shanklin, Patton. NAY: Ewing-Holmstrom. MOTION CARRIED.
