LAWTON URBAN HOMESTEADING AGENCY (LUHA) SPECIAL MEETING
MARCH 25, 2014 - 6:00 P.M.
LAWTON CITY HALL COUNCIL CHAMBER/AUDITORIUM
The meeting was called to order at 6:05 p.m. by Chairman Fred L. Fitch, Notice of meeting and agenda
were posted on the City Hall notice board as required by State Law.
PRESENT: Robert Morford, Keith Jackson, Rosemary Bellino-Hall, Jay Burk, Dwight Tanner, Jr.,
Richard Zarle, Stanley Haywood, Doug Wells.
ABSENT: None.
ALSO PRESENT: Bryan Long, City Manager; Frank V. Jensen, City Attorney; Traci Hushbeck, City
Clerk, COL Glen A. Waters, Fort Sill Liaison.
CONSIDER APPROVAL OF THE MINUTES OF THE DECEMBER 10, 2013 SPECIAL MEETING
OF THE LAWTON URBAN HOMESTEADING AGENCY (LUHA).
MOVED by Wells, SECOND by Zarle, to approve the minutes of December 10, 2013. AYE: Morford,
Jackson, Bellino-Hall, Burk, Tanner, Zarle, Haywood, Wells. NAY: None. MOTION CARRIED.

BUSINESS ITEMS:
1. Authorize the City Attorney to file a foreclosure lawsuit in the Comanche County District Court to
be styled as Lawton Urban Homesteading Agency and City of Lawton v. Amanda M. Quintania,
et al, to obtain a deficiency judgment against Amanda M. Quintania, et al, and to undertake any
further action needed to regain possession and ownership to the real property at 1513 NW Irwin
Avenue. Exhibits: None.
Steven Greb, Assistant City Attorney, stated in March 2012, the City of Lawton and LUHA loaned
Amanda M. Quintania some money under the Neighborhood Stabilization Act First Time Homebuyers
Program. She was required to live in the home for a period of years. They rehabbed the home
extensively. She did live in the home for a year and moved out in April 2013 and refuses to move back in
and has stopped making her monthly payments. There was also a great deal of damage done to the home.
Ms. Quintania is in breach of both her promissory notes and her mortgage agreements with the City of
Lawton and LUHA. Staff is requesting that action be taken on behalf of LUHA.
Wells questioned why she refused to move back in the home.
Greb stated she claims it is a bad neighborhood.
MOVED by Jackson, SECOND by Morford to authorize the City Attorney to file a foreclosure lawsuit in
the Comanche County District Court to be styled as Lawton Urban Homesteading Agency and City of
Lawton v. Amanda M. Quintania, et al, to obtain a deficiency judgment against Amanda M. Quintania, et
al, and to undertake any further action needed to regain possession and ownership to the real property at
1513 NW Irwin Avenue. AYE: Morford, Jackson, Bellino-Hall, Burk, Tanner, Zarle, Haywood, Wells.
NAY: None. MOTION CARRIED.
There was no further business to consider and the meeting adjourned at 6:08 p.m. upon motion, second
and roll call vote.
