Initiator: Willie Whisenhunt, Director Information Source: Willie Whisenhunt, Director Background: With price increases in the cost of chemicals, labor, and equipment to continue maintenance of Lawton's water sources to provide potable water to Lawton and surrounding areas, it is imperative, due to federal requirements to align all industrial rate users to the same water rate as the private contracts between these industrial users expire. Having already adjusted rates for other industrial users, Goodyear Tire and Rubber Company is the next step toward compliance of aligning the water rates across all industrial users. Goodyear Tire and Rubber Company is currently at a rate of $2.55 per 1000 gallons of water usage. The proposed rate changes take this rate to $2.78 / 1000 gal on Jul 1, 2025, $3.01 / 1000 gal on April 1, 2026, $3.25 / 1000 gal on April 1, 2027, and $3.50 / 1000 gal on April 1, 2028. The rate increase will generate in FY 25-26 approxmatelly $95,000.. Correlation to the True North Statement: This rate adjustment provides greater transparency and trust for our citizens and local industries as put forth by the True North Culture Statement. WHEREAS, the Lawton Water Authority Trust Agreement, as amended, an Lease Agreement with the City of Lawton, as amended, provide that the Lawton Water Authority will establish utility rates; and WHEREAS, Section 1-2-205, Chapter 1, Lawton City Code 2015 provides changes in utility rates are implemented by amendment of Appendix A, Schedule of Fees and Charges, Chapter 1, Lawton City Code 2015 upon passage of a resolution amending Appendix A by the City of Lawton; and WHEREAS, the Lawton Water Authority has it is necessary to increase the water rates for Goodyear Tire and Rubber Company due to increased costs in providing such utility service; and WHEREAS, the specific increases set forth in exhibit “A” hereto to be submitted to the City of Lawton for implementation by amendment of Appendix A, Schedule of Fees and Charges, Chapter A-22- Utilities, Article A-22-1 General Provisions, Section 22-114, Lawton City Code, 2015. NOW, THEREFORE, BE IT RESOLVED by the Lawton Water Authority: Section 1. The increases in water rates set forth in Exhibit “A” hereto are approved. Exhibit “A” Page 4 of 6  shall be submitted to the City of Lawton for implementation by incorporation into Appendix A, Schedule of Fees and Charges, Chapter 1, Lawton City Code, 2015, by appropriate resolution. Section 2. EFFECTIVE DATE. The provisions of this resolution shall be in full force and effect on and after July 1, 2025. Rates will automatically increase on April 1, 2026, April 1, 2027, and April 1, 2028. Section 3.
