LAWTON METROPOLITAN PLANNING ORGANIZATION
Minutes of the Lawton Metropolitan Planning Organization meeting held February 14, 2013, in
the City Hall Auditorium, 212 SW 9th Street, Lawton, Oklahoma.
The agenda for the meeting was posted on the bulletin board in City Hall in compliance with the
Oklahoma Open Meeting Act.
The meeting was called to order at 2:05 p.m. by Chairman Pat Henry.

APPROVAL OF MINUTES OF THE JANUARY 10, 2013 MEETING.
MOTION by Pereira, SECOND by Denham, to approve the minutes of the January 10,
2013 meeting as written. AYES: Jones, Pereira, Denham, Henry, Perkins, Springborn.
NAYS: None. MOTION CARRIED 6 – 0.
CONSIDER SELECTING TWO MEMBERS TO SERVE ON THE ADVISORY COMMITTEE
FOR THE DOWNTOWN TRANSIT TRANSFER CENTER FEASIBILITY STUDY/DESIGN
CONCEPT REPORT.
The FY 2013 Unified Planning Work Program for the LMPO includes a project to develop a
feasibility study/design concept report for the downtown transit transfer center. Requests for
Proposal have been mailed, and proposals are due February 22, 2013. The study is scheduled to
be completed by the end of June 2013. A committee will be formed to select the consultant and
to work with the consultant in the preparation of the study/design concept report. It is requested
that two members of the LMPO serve on this committee. Other members will be representatives
of the City Transit Trust and the Association of South Central Oklahoma Governments. The
LATS General Manager will join the committee after a consultant has been selected.

The feasibility study/design concept report will recommend a location and conceptual layout that
will provide covered passenger boarding areas, interior passenger amenities, bicycle lockers,
connections between passenger platforms, connections to local and interstate bus service, taxis,
and future fixed guideway technologies.
Commissioner Pereira asked if there is funding for the construction of the building.
Rogalski stated that there are no funds for construction, but there are funds available for the
study. He stated that part of the process for obtaining grant funds for a construction project is
having a study done first.
Chairman Henry stated that part of the study will include the potential for people to take a LATS
bus to the transfer station and then be able to have bus transportation to a bus depot for traveling
out of town. She added that this will be a wonderful addition to our public transportation system.
Chairman Henry stated that she spoke to Commissioner Denham about serving on the committee,
because he has already been involved in the preliminary study for the West Lawton Industrial
Park transit route. She stated that Commissioner Denham has agreed to volunteer for this new
committee, and Commissioner Springborn has also volunteered to serve on the committee.
MOTION by Jones, SECOND by Perkins, to appoint Commissioners Denham and
Springborn to serve on the Advisory Committee for the Downtown Transit Transfer
Center Feasibility Study/Design Concept Report. AYES: Pereira, Denham, Henry,
Perkins, Springborn, Jones. NAYS: None. MOTION CARRIED 6 – 0.
