Page 2 of 33 Item Title: Discuss permissive left turns in the City of Lawton, including potential locations for allowance, and provide direction to staff or make a recommendation to City Council as necessary. Initiator: George Gill, Councilman - Ward 4 Information Source: George Gill, Councilman - Ward 4 Background: Permissive left turns, those permitted when a driver may turn left after yielding to oncoming traffic and pedestrians, are currently in use at various intersections throughout the City of Lawton. These traffic control measures can influence both roadway efficiency and public safety, and practices vary from city to city based on local conditions. This agenda item allows the committee to hold a general discussion on permissive left turns, including potential locations where they should be installed. The committee will decide if adjustments to signal operations are necessary to better balance traffic flow and safety. Correlation to the True North Statement: Safe Community Exhibit: None Key Issues: N/A Funding Source: N/A Recommended Action: Provide direction to staff or make a recommendation to Council regarding permissive left turns at specific locations. Initiator: George Gill, Councilman - Ward 4 Information Source: Michael Watrous, Director Background: During the June Streets and Bridges Committee, the committee requested an ordinance change that would allow for reduced processes and increased efficiencies in traffic control approval. This ordinance change request is a starting point for discussion prior to potential council action. Correlation to the True North Statement: Transparency, efficiency, citizen, safety. Exhibit: Draft ordinance Key Issues: Changing this ordinance will reduce the amount of requests meeting council and committee. Funding Source: N/A Recommended Action: Review and discuss this potential ordinance change and provide direction as appropriate. ATTACHMENTS: 1. Initiator: Stan Booker, Mayor Information Source: Michael Watrous, Director Background: On 4 August, 2025, a request from Mayor Booker was received requesting the Flowermound and Gore Blvd intersection be changed to allow permissive left turns. Correlation to the True North Statement: Exhibit: Map of area Key Issues: Permissive Yellow Arrows (PYA) allow for increased traffic flow but studies show it increased danger for the walking public. Additional studies need to be performed to determine the quantity of pedestrian traffic at this intersection during school times to determine if PYAs should be allowed at the intersection. Funding Source: N/A Recommended Action: Direct staff to conduct additional studies at the intersection to determine if pedestrian traffic will safely allow a PYA change. ATTACHMENTS: 1. Initiator: Michael Jones, Engineering Director/ ADA Coordinator Information Source: Michael Jones, Engineering Director/ ADA Coordinator Background: Freese and Nichols, Inc. is currently at ___% design completion on Engineering Project EN2303-Sheridan Rd Reconstruction. The project includes pavement rehabilitation or reconstruction of approximately 1.5-mile roadway section along Sheridan Rd from 1/2 mile south of Bishop Rd. to Lee Blvd. Design fees for Freese and Nichols, Inc. have been encumbered through Project EN2303 in the Munis system in the amount of $1,042,000.00. Construction costs are estimated at $_______.00. Determination for construction funding is needed as well as prioritization of this project in the proposed schedule of upcoming city construction projects. Initiator: Allan Hampton, Councilman - Ward 5 Information Source: Michael Watrous, Director Background: During the June Streets, Bridges and Building Development committee meeting, the installation of deaf, blind and autistic child signs was discussed, and a request was made by the committee to determine the liability aspect of these signs and have a legal determination brought before a future committee meeting to discuss. Legal recommendation is to disallow all signage that is not specifically required to be there. This eliminates any potential discrimination issues. In addition, legal review recommends not allowing others to purchase the signs to be installed by the city and to instead not be involved at all. Furthermore, legal has mentioned there is limited liability to the city if the signs fall into disrepair and are not fixed, versus not placing the discretionary signs at all. Lastly, legal states that all current signs can be repealed by one resolution, if so chosen by the committee to do so. Correlation to the True North Statement: Transparency, safety, citizen, efficiency Exhibit: Legal Determination Draft Disapproval Letter Key Issues: 1.) Does the committee recommend to or not to continue installing these signs now or in the future 2.) Does the committee recommend to allow or not allow residents to purchase signs with the city installing them 3.) Does the committee recommend removing all current signs that meet this criteria (Deaf, Blind, Autistic, Children at play (at private residences). Funding Source: N/A Recommended Action: Staff recommends that the committee recommends to the council to not install these types of signs now or in the future, not to have an official city policy on the purchase and installation of these types of signs for private use, and to bring back to the next committee meeting options and.or a plan to remove currently installed signage that meets this criteria. Page 16 of 33 ATTACHMENTS: 1. Legal Determination 2. Draft Letter Page 17 of 33 Garrett Lam Megan Loftis;Michael Watrous;Melissa J. Whaley All, 1. The City has limited liability from the Oklahoma Governmental Tort Claims Act when it comes to the installation or removal of any kind of traffic control device or signage. Therefore, the absence or presence of these signs in discretionary locations is entirely up to the City. There is a chance as Michael mentioned for limited liability if the signs fall into disrepair and the City does not correct those issues that could potentially cause some kind of injury or damage. a. The GTCA distinguishes between discretionary and ministerial acts. Discretionary acts, such as the decision to install or remove signage, are protected under the GTCA, while ministerial acts, such as maintaining or repairing existing signs, may give rise to liability if negligence is proven. (From Westlaw Research) 2. My recommendation is disallowing all the signage that is not specifically required to be there. As mentioned below, all signs for deaf, blind, autistic, etc. That way there is no chance for any kind of claim of discrimination in signage. I would also not recommend allowing others to purchase the signs privately and be installed by the City. There is nothing stopping citizens from installing those kinds of signs on their own privately property, but the City should have zero part in the installation. 3. As far as removing the signage, you can absolutely do that with one single resolution. You also do not need to reference the old resolution numbers, but referencing the content of the signs installed would be good enough. a. A city council may repeal multiple resolutions relating to the installation of blind and deaf child signs through a single generic resolution, provided that the resolution complies with applicable legal requirements. Oklahoma law does not mandate that each resolution must be repealed individually, and a general resolution repealing all prior resolutions on a specific subject is permissible. (From Westlaw Research) 4. Lastly, I think your letter is fine legally. However, not sure I should be giving the last approval for that letter. Hope this answered all your questions. Let me know if I missed one. Garrett Page 18 of 33 Dear [Resident's Name], Thank you for contacting the City of Lawton regarding your request to install a “[Deaf Child Area]” (or “[Autistic Child Area]”) sign in your neighborhood. We deeply appreciate your commitment to your child’s well-being and to public safety in our community. After thorough review, the City must respectfully decline this request. The State of Oklahoma requires municipalities to comply with the federal Manual on Uniform Traffic Control Devices (MUTCD), which outlines approved traffic signage. Unfortunately, signs of this nature are not recognized within these standards, and the City must ensure uniformity in its signage to maintain legal compliance and roadway safety for all residents. While we recognize the intent behind these signs, research and industry guidance indicate that non-standard signs may lead to driver desensitization and can reduce overall safety effectiveness. In fact, using signage not backed by the MUTCD could create confusion or open the door to unintended legal exposure. We want to assure you that this decision does not diminish the importance of your concern. Our team would be happy to explore alternative solutions that may improve traffic safety near your home, such as speed management strategies, sightline assessments, or neighborhood education efforts. If you'd like to discuss further options, please feel free to contact us at 580-581-3410, or your councilmember using the following link: City Council | Lawton, OK Thank you again for your involvement and advocacy. Initiator: Michael Watrous, Director Information Source: Background: A request was received by councilwoman Williams on Monday, August 18th. Staff performed a preliminary review of the area and has a plan for implementation, if recommendation is to approve. Correlation to the True North Statement: Exhibit: Location Map Key Issues: No city standard on what school or school-type activity warrants a school zone. MUTCD designation is: "a designated roadway segment approaching, adjacent to, and beyond school buildings or grounds, or along which school related activities occur". Initiator: Michael Watrous, Director Information Source: Michael Watrous, Director Background: Public Works received a request via the City Manager to add crosswalks at SW 11th and SW E avenues for the purpose of making it easier for citizens to cross the streets to various helping agencies in the area. Correlation to the True North Statement: Safety, Citizen Exhibit: Map of Area Key Issues: Several crosswalks exist in this area currently and each signal in the area has a crosswalk with only a 2-block span between crosswalks on SW C and E, and 3 blocks between crosswalks on Gore and C. Adding an unprotected crosswalk increases the safety risk for pedestrians traversing the area and adds additional traffic slow-downs in the area. Creating a signalized intersection increases pedestrian safety, but also increases traffic congestion in the area. Funding Source: Estimated cost: $500 in material, 12 hours of labor. I submitted a request on I help Lawton and was told by Ashlynn Foy to contact y'all about getting a DEAF CHILD sign back and a speed bump. I have 4 kids. My youngest doesn't always have her hearing aid in for when she takes hearing breaks or there's so much background noise that her hearing aid is picking up and doesn't always hear the cars racing by her. There are SO MANY cars at all hours of the day and yes, at night too that drive by our house speeding like crazy - cars, motorcycles, dirt bikes, 4 wheelers, golf carts etc... Please. I need your help to get the DEAF CHILD sign and speed bump to make it more safe for my child with hearing loss, my other 3 normal hearing kids and the rest of the kids on the block that actually play in the road. Thank you! -------♡------- Angela Niedo 580.291.2404 Page 31 of 33 Item Title: Consider making a recommendation regarding a request for a pedestrian crosswalk at the Lawton Food Bank across Sheridan. Initiator: Michael Watrous, Director Information Source: Michael Watrous, Director Background: The Lawton Food Bank requested a crosswalk be placed across Sheridan due to pedestrians walking from the neighborhood to the east, across Sheridan to the food bank. Correlation to the True North Statement: Safety, Citizen Exhibit: Map of Location Key Issues: The committee will hear the status of the Sheridan Road project at this meeting. This crosswalk could be included in that project, along with the ADA requirements to do so properly. Any work done by the city is potentially being redone shortly with this project, depending on the way forward with this project. Funding Source: Estimated cost: $6,000 including an ADA sidewalk stub at either end. Recommended Action: Recommend adding it to the future Sheridan road project to ensure all aspects are taken into consideration for construction, if the project will be accomplished in the next year or two.
