traffic and pedestrians, are currently in use at various intersections throughout the City of
Lawton. These traffic control measures can influence both roadway efficiency and public safety,
and practices vary from city to city based on local conditions.
This agenda item allows the committee to hold a general discussion on permissive left turns,
including potential locations where they should be installed. The committee will decide if

ORDINANCE NO. 2025-___
AN ORDINANCE PERTAINING TO VEHICLES AND TRAFFIC, AMENDING
SECTION 23-2-201 IN ARTICLE 23-2, CHAPTER 23, LAWTON CITY CODE 2015,
ESTABLISHING CHANGES AND TIERING FOR THE AUTHORITY TO INSTALL
TRAFFIC CONTROL DEVICES, PROVIDING FOR SEVERABILITY AND
ESTABLISHING AN EFFECTIVE DATE.
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAWTON,
OKLAHOMA:
SECTION 1. Section 23-2-201 is hereby amended in Chapter 23 of the Lawton City Code to read
as follows:
23-2-201 – Authority to install traffic-control devices
The council, by resolution, shall have placed and maintained hereby delegates the authority to
place and maintain traffic-control signs, signals and devices when and as required under the traffic
ordinances of this city to make effective the provisions of such ordinances, and may have placed
and maintained such additional traffic-control signs, signals and devices as it may deem necessary
to regulate traffic under the traffic ordinances of this city or under state law or to guide or
warn traffic as follows:
A. The Director of Public Works may approve temporary devices (cones/barricades)
necessary for work safety, events or crowd control. The Director of Public Works may also
approve the installation or removal of standard Manual on Uniform Traffic Control
Devices (MUTCD)‑compliant signs or pavement markings or with no traffic pattern
modifications and traffic signal timing changes and traffic cabinet equipment installation
in line with best practices with approval from the appropriate councilmember for the Ward.
B. The Street, Bridges & Building Development Committee may approve the installation or
removal of moderate changes, such as pavement layout changes, vertical or horizontal
disruptions (such as speed tables, speed cushions, chicanes), subject to basic studies,
review and recommendations by the appropriate ward councilmember.
C. The City Council must approve the installation or removal of major changes, such as new
permanent signals, street reconfiguration, speed zone changes, or other major project.
State Law reference— Traffic-control devices generally, 47 O.S. Secs. 11-201 et seq.; power of
city to maintain traffic-control devices, 47 O.S. Sec. 16-106.
SECTION 2. Severability. If any section, subsection, sentence, clause, phrase, or portion of this
ordinance is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, said portion shall be deemed a separate, distinct, and independent provision and
such holding shall not affect the validity of the remaining portion of this ordinance.
SECTION 3. Effective Date. The provisions of this ordinance shall become effective thirty (30)

On 4 August, 2025, a request from Mayor Booker was received requesting the Flowermound and
Gore Blvd intersection be changed to allow permissive left turns.

Permissive Yellow Arrows (PYA) allow for increased traffic flow but studies show it increased
danger for the walking public. Additional studies need to be performed to determine the quantity
of pedestrian traffic at this intersection during school times to determine if PYAs should be
allowed at the intersection.

Background:
Staff conducted snapshot assessments of all signalized intersections to determine efficient and
non-efficient intersections and rated them on a scale of 1-10 (1 being least efficient, 10 being
most efficient). With committee approval, this effort will conduct longer internal studies of the
efficiency of these intersections to determine which intersections can and/or should have changes
made to them.

EN2303-Sheridan Rd Reconstruction. The project includes pavement rehabilitation or
reconstruction of approximately 1.5-mile roadway section along Sheridan Rd from 1/2 mile
south of Bishop Rd. to Lee Blvd. Design fees for Freese and Nichols, Inc. have been
encumbered through Project EN2303 in the Munis system in the amount of $1,042,000.00.

Background:
During the June Streets, Bridges and Building Development committee meeting, the installation
of deaf, blind and autistic child signs was discussed, and a request was made by the committee to
determine the liability aspect of these signs and have a legal determination brought before a
future committee meeting to discuss.
Legal recommendation is to disallow all signage that is not specifically required to be there. This
eliminates any potential discrimination issues. In addition, legal review recommends not
allowing others to purchase the signs to be installed by the city and to instead not be involved at
all. Furthermore, legal has mentioned there is limited liability to the city if the signs fall into
disrepair and are not fixed, versus not placing the discretionary signs at all. Lastly, legal states
that all current signs can be repealed by one resolution, if so chosen by the committee to do so.

All,
1. The City has limited liability from the Oklahoma Governmental Tort Claims Act
when it comes to the installation or removal of any kind of traffic control device or
signage. Therefore, the absence or presence of these signs in discretionary
locations is entirely up to the City. There is a chance as Michael mentioned for
limited liability if the signs fall into disrepair and the City does not correct those
issues that could potentially cause some kind of injury or damage.
a. The GTCA distinguishes between discretionary and ministerial acts.
Discretionary acts, such as the decision to install or remove signage, are
protected under the GTCA, while ministerial acts, such as maintaining or
repairing existing signs, may give rise to liability if negligence is proven. (From

2. My recommendation is disallowing all the signage that is not specifically required to
be there. As mentioned below, all signs for deaf, blind, autistic, etc. That way there
is no chance for any kind of claim of discrimination in signage. I would also not
recommend allowing others to purchase the signs privately and be installed by the
City. There is nothing stopping citizens from installing those kinds of signs on their
own privately property, but the City should have zero part in the installation.
3. As far as removing the signage, you can absolutely do that with one single
resolution. You also do not need to reference the old resolution numbers, but
referencing the content of the signs installed would be good enough.
a. A city council may repeal multiple resolutions relating to the installation of
blind and deaf child signs through a single generic resolution, provided that
the resolution complies with applicable legal requirements. Oklahoma law
does not mandate that each resolution must be repealed individually, and a
general resolution repealing all prior resolutions on a specific subject is

4. Lastly, I think your letter is fine legally. However, not sure I should be giving the last
approval for that letter.

commitment to your child’s well-being and to public safety in our community.
After thorough review, the City must respectfully decline this request. The State of
Oklahoma requires municipalities to comply with the federal Manual on Uniform Traffic
Control Devices (MUTCD), which outlines approved traffic signage. Unfortunately, signs of
this nature are not recognized within these standards, and the City must ensure uniformity
in its signage to maintain legal compliance and roadway safety for all residents.
While we recognize the intent behind these signs, research and industry guidance indicate
that non-standard signs may lead to driver desensitization and can reduce overall safety
effectiveness. In fact, using signage not backed by the MUTCD could create confusion or

Public Works received a request via the City Manager to add crosswalks at SW 11th and SW E
avenues for the purpose of making it easier for citizens to cross the streets to various helping
agencies in the area.

Several crosswalks exist in this area currently and each signal in the area has a crosswalk with
only a 2-block span between crosswalks on SW C and E, and 3 blocks between crosswalks on
Gore and C. Adding an unprotected crosswalk increases the safety risk for pedestrians traversing
the area and adds additional traffic slow-downs in the area. Creating a signalized intersection
increases pedestrian safety, but also increases traffic congestion in the area.
Funding Source:
Estimated cost: $500 in material, 12 hours of labor.
Recommended Action:
Make a recommendation to deny the request.

has 2 autistic children. I don’t know if there is an accommodation for a double sign or not, but
thought I would ask.
The mother’s name is Marissa Lawson and lives at 816 NW 49th.
We constantly have cars racing through Meaadowbrook. Please take a look at the location and let me
know what can be done.

Here is the medical documentation and form explanation from Ms. Niedo.
The speech evaluation is the most recent. It has all the information, but it is password-protected from her SLP at
Hearts for Hearing.

The 2nd form is when she was a newborn, and had tests done at the Comanche Health Department by a specialist
who traveled from the city. She then needed to be handed over to Hearts for Hearing due to her failing all of the
hearing tests that were given to her.

Good morning! I live at 929 SW 60TH ST - I have a 5 year old child that is deaf and wears a
hearing aid. When we first moved here there was a deaf child sign right by our house. We never
knew we would need that until our youngest was born with hearing loss/deafness.
I submitted a request on I help Lawton and was told by Ashlynn Foy to contact y'all about
getting a DEAF CHILD sign back and a speed bump. I have 4 kids. My youngest doesn't always
have her hearing aid in for when she takes hearing breaks or there's so much background noise
that her hearing aid is picking up and doesn't always hear the cars racing by her. There are SO
MANY cars at all hours of the day and yes, at night too that drive by our house speeding like
crazy - cars, motorcycles, dirt bikes, 4 wheelers, golf carts etc...
Please. I need your help to get the DEAF CHILD sign and speed bump to make it more safe for
my child with hearing loss, my other 3 normal hearing kids and the rest of the kids on the block
that actually play in the road.

Consider making a recommendation regarding a request for a pedestrian crosswalk at the Lawton
Food Bank across Sheridan.

Background:
The Lawton Food Bank requested a crosswalk be placed across Sheridan due to pedestrians
walking from the neighborhood to the east, across Sheridan to the food bank.

Key Issues:
The committee will hear the status of the Sheridan Road project at this meeting. This crosswalk
could be included in that project, along with the ADA requirements to do so properly. Any work
done by the city is potentially being redone shortly with this project, depending on the way
forward with this project.
Funding Source:
Estimated cost: $6,000 including an ADA sidewalk stub at either end.
Recommended Action:
Recommend adding it to the future Sheridan road project to ensure all aspects are taken into
consideration for construction, if the project will be accomplished in the next year or two.
