Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Wednesday, February 5, 2020 6:00 PM Village Hall - L22 Board of Building Appeals Members Bob Mueller, Marty Igoe, Stephen Flint, John Cullen and Maurice Bernardi Staff Liaisons: Building Commissioner Keith Steiskal Board of Building Appeals Minutes February 5, 2020 Call to Order and Pledge of Allegiance The meeting was called to order by Keith Steiskal, Building Commissioner, at 6:04 p.m. Mr. Steiskal led the Pledge of Allegiance Roll Call Present 4 - Stephen Flint, Marty Igoe, John Cullen, and Bob Mueller Absent 1 - Maurice Bernardi Also present: Keith Steiskal, Building Commissioner, Perry Johnson, Fire Marshal, Hugo Viramontes, Building Inspector and Paula Padilla-Bozyk, Plan Reviewer. Public Hearings Business Meeting Approval of Minutes A motion was made by, Bob Mueller seconded by Stephen Flint, to approve the minutes of the November 6, 2019 meeting. The motion carried by the following vote: Aye: 4- Stephen Flint, Marty Igoe, John Cullen, and Bob Mueller Absent: 1- Maurice Bernardi Planner's Report New Business 200053 Text Amendments to Sections 150.060 of the Village Code: Adoption of the 2017 National Electrical Code and Local Amendments Proposed amendments to the Building Code to adopt by reference the 2017 National Electric Code and local amendment relative to GFCI requirements for sump pump connections. Hugo Viramontes went article by article through the various changes from the 2011 NEC to the proposed 2017 NEC. Marty Igoe asked if “Arc Flash” labeling/equipment would have to be replaced every 5 years as Chicago requires. Viramontes stated he would check further into that and respond back to the group. Bob Mueller stated it sounded like most of the changes described related to commercial construction. Viramontes responded that yes most were. Viramontes further explained the proposed Village ordinances relating to sump pump power. John Cullen and Bob Mueller stated they did not agree with having GFCI outlets for sump pumps. Keith Steiskal explained the proposed ordinance would give the option of installing a GFCI outlet, GFCI breaker, or not installing a GFCI, but rather installing a simplex outlet. John Cullen asked what about a battery backup pump, where would it plug in. Steiskal explained it would plug into a duplex GFCI or a separate simplex outlet. Marty Igoe made a motion to recommend passing the proposed ordinances to take effect on 10/01/20, second by Bob Mueller, with the motion carried by the following vote: Aye: 4- Stephen Flint, Marty Igoe, John Cullen, and Bob Mueller Absent: 1- Maurice Bernardi 200054 Text Amendments to Section 93.02(B) of the Village Code: Construction Hours Proposed amendments to Village Code to modify construction hours within the Village. Proposed amendments to Village Code to modify construction hours within the Village. Keith Steiskal explained the proposed change of the Village noise ordinance to have start time of noise change from 7:00 AM all days of the week to 7:00 AM Monday through Friday and a start time of outside noise to 8:00 AM Saturday and Sunday. Also, Steiskal shared the research done to compare to other communities. Steiskal explained Lombard was one of the very few with a 7:00 AM start time on the weekends. Mueller asked if all work could not start until 8:00 AM on Saturday and Sunday. Steiskal explained only the noise producing work that would be heard loudly outside would have to wait until 8:00 AM on the weekends. Steiskal explained work inside that was not loud could be done before 8:00 AM on the weekends. Marty Igoe asked what would happen if someone violated this ordinance. He asked if the person would get a fine. Steiskal explained typically Village staff uses Village of Lombard Page 2 Board of Building Appeals Minutes February 5, 2020 fines as a last resort and generally would start with a call to let the person know of the ordinance. Steve Flint made a motion to recommend passing the proposed ordinance change, second by John Cullen, with the motion carried by the following vote: Aye: 4- Stephen Flint, Marty Igoe, John Cullen, and Bob Mueller Absent: 1- Maurice Bernardi Information Only 1. Life Safety Code Amendments- Perry Johnson, Fire Marshal explained the State of Illinois has adopted the 2015 NFPA 101 Life Safety Code as of January 1, 2020 to replace the 2000 Life Safety Code. He further explained this code is used to specify what is required for existing buildings. Keith Steiskal stated since Lombard has adopted the IBC and IFC codes, this new Life Safety Code will not apply to new construction. Steiskal further explained that if Lombard had not adopted the IBC and IFC, all provisions in the new Life Safety Code would apply. Johnson detailed the various changes and pointed to a document he had included in the meeting packets titled “Fact Sheet” which details the significant changes in the new Life Safety Code. Bob Mueller asked if this new code would require townhomes to install sprinklers. Johnson explained that most townhomes would not require sprinklers. Johnson further explained that townhome projects would fall under the IRC and local ordinances that specify when sprinklers are to be required 2. Specifications Manual Updates- Keith Steiskal explained the various specifications manual changes such as residential driveway apron slopes changing from a maximum of 5% slope to 8% slope, commercial driveway aprons changing from 5% to 6%, water service with hydrant changes, residential swale side slope changes, EZ Wrap requirements for sanitary and storm vaults and manholes, Pop-It plugs required for RCP lifting holes, adding PVC as an allowed storm sewer piping, adding HDPE for an allowed piping for electric under roadways, and the change requiring parkway trees to now be 10’ away from the driveways rather than 3’ 3. Parkway Tree Preservation Ordinance- Keith Steiskal have a overview of the new tree ordinance and explained damaged or removed parkway trees will not be replaced with a cost per caliber inch of the tree removed, tree removal to be paid by the person needing to remove the tree, and 4. State Code Amendments (Restrooms)- Keith Steiskal explained the new State Act requiring all single user public bathrooms to now be unisex and not men or woman. Steiskal also explained the new State Village of Lombard Page 3 Board of Building Appeals Minutes February 5, 2020 act that requires baby changing stations in all public bathrooms. 5. ComEd changes to electric services- Keith Steiskal explained the ComEd changes and shared the letter sent by the Village to ComEd as well as the response from ComEd. Steiskal explained while ComEd has stated this requirement is already in effect, the Village is still waiting for further clarification on some of the questions sent. Steiskal explained that all new developments will need to have electric facilities in the front. Steiskal stated the questions still needing further clarifications deal with existing houses and replacement or electrical gear, etc.. 6. Citizen Serve Implementation & Communication Efforts- A newly added informational cartoon was shown to the Board. This information cartoon takes permit applicants through the process of applying for permits online Adjournment A motion was made by John Cullen and second by Bob Mueller to adjourn the meeting at 7:00 p.m. The motion passed by a unanimous vote.
