Call to Order and Pledge of Allegiance The Thursday, February 27, 2014, meeting of the Lombard Board of Fire and Police Commissioners convened at 7:00 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Vice Chairman Thomas Rachubinski Secretary Kenneth Florey Guests: Police Chief Raymond Byrne Deputy Chief of Police Thomas Wirsing Investigative Aide Dave Martinovich Police Administrative Coordinator Barbara Bartolotte C. Approval of Minutes It was moved by Vice Chairman Rachubinski, seconded by Secretary Florey, to approve the minutes from the regular meeting on January 18, 2014. Motion carried. D. Public Participation None. E. Payment of Bills The Board received Statement 2796-004 from Klein, Thorpe and Jenkins in the amount of $8,260.73 for legal fees rendered and expenses through December 2013. The Board received Invoice #SA000024718 from Stanard & Associates in the amount of $11,857.01 for Fire Lieutenants Promotional Process. It was moved by Vice Chairman Rachubinski, seconded by Secretary Florey, to approve payment of the above invoices, statements submitted. Motion carried. Correspondence The Board received a letter from SLEA Director informing them of Andy Stern's progress through the police academy thus far. The Board received a letter and decision from Klein, Thorpe & Jenkins regarding an administrative review. The Board received 1 written reprimand and 3 verbal reprimands from the Fire Department Battalion Chiefs. The Board received a Letter of Commendation from Chief Ray Byrne to Officer Frank Vivo for his extremely strong people skills in dealing with a barricaded suicidal subject. The Board received a Letter of Appreciation from Chief Ray Byrne to 10 officers for their teamwork and efforts on dealing with a barricaded suicidal subject. The Board received a Letter of Appreciation from Chief Ray Byrne to 15 officers for their efforts in working tirelessly on a homicide investigation and with those efforts led to the offender being charged with first degree murder. J. Unfinished Business It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey to approve the initial police lieutenant and sergeant promotional lists. Motion carried. Executive Session It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey, to recess to Executive Session at 7:10 a.m. Motion carried. N. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:39 a.m. Present: Vice Chairman Thomas Rachubinski Secretary Kenneth Florey Guests: Police Chief Raymond Byrne Deputy Chief of Police Thomas Wirsing Investigative Aide Dave Martinovich Police Administrative Coordinator Barbara Bartolotte It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey, to move the decision on whether to approve the conditional offer of employment for entry level police candidate until the next Board of Fire and Police Commissioners meeting on March 28, 2014 when Chairman William Dunne is present. O.
