Call to Order and Pledge of Allegiance The Friday, March 28, 2014, meeting of the Lombard Board of Fire and Police Commissioners convened at 7:06 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Vice Chairman Thomas Rachubinski Secretary Kenneth Florey Guests: Police Chief Raymond Byrne Fire Chief Paul DiRienzo Human Resources Administrator Kathleen Dunne Police Administrative Coordinator Barbara Bartolotte C. Approval of Minutes It was moved by Secretary Kenneth Florey, seconded by Vice Chairman Thomas Rachubinski, to approve the minutes from the regular meeting on Thursday, February 27, 2014. Motion carried. D. Public Participation None. E. Payment of Bills The Board received Invoice #1261 from Conrad Polygraph in the amount of $160.00 for 1 polygraph performed. The Board received statement 3796-001 and 3796-004 from Klein, Thorpe and Jenkins in the amount of $2,164.52 for legal fees rendered and expenses through January 2014. F. Chairperson's Report Absent. Correspondence The Board received correspondence from the SLEA Director informing police department and the Board of Andy Stern's progress thus far in the police academy. The Board received 1 written reprimand from the Fire Department Lieutenant. J. Unfinished Business It was moved by Secretary Kenneth Florey, seconded by Vice Chairman Thomas Rachubinski, to approve the Final Eligibility Police Sergeant & Lieutenant Promotional lists. Motion carried. K. New Business Fire Chief Paul DiRienzo would like to make the Board aware that the College of Dupage will begin taking applications for entry-level firefighters on July 7, 2014. The current Fire Fighter Eligibility List expires on July 3, 2014. The testing process for fire fighters will begin in September of 2014. L. Other Business Nothing to report. M. Executive Session It was moved by Secretary Kenneth Florey, seconded by Vice Chairman Thomas Rachubinski, to recess to Executive Session at 7:11 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:35 a.m. Present: Vice Chairman Thomas Rachubinski Secretary Kenneth Florey Guests: Police Chief Raymond Byrne Fire Chief Paul DiRienzo Human Resources Administrator Kathleen Dunne Police Administrative Coordinator Barbara Bartolotte It was moved by Secretary Kenneth Florey, seconded by Vice Chairman Thomas Rachubinski, to move the decision on whether to approve the conditional offer of employment for entry-level police candidate until the next Board of Fire and Police Commissioners meeting on April 25, 2014, when Chairman William Dunne is present. Motion carried. It was moved by Secretary Kenneth Florey, seconded by Vice Chairman Thomas Rachubinski, to deny the conditional offer of employment to entry-level police candidate, Martin Vega. Motion carried. O.
