Call to Order and Pledge of Allegiance The Friday, April 25, 2014, meeting of the Lombard Board of Fire and Police Commissioners convened at 7:03 a.m. in the Lombard Village Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois. B. Roll Call of Members Present: Chairman William Dunne Vice Chairman Thomas Rachubinski Secretary Kenneth Florey Guests: Police Chief Raymond Byrne Fire Chief Paul DiRienzo Human Resources Administrator Kathleen Dunne Police Administrative Coordinator Barbara Bartolotte C. Approval of Minutes It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey, to approve the minutes from the regular meeting on March 28, 2014. Motion carried. D. Public Participation None. Village of Lombard Page 1 Board of Fire and Police Minutes - Final April 25, 2014 Commissioners E. Payment of Bills The Board received Invoice #SA000024718 from Stanard & Associates in the amount of $11,857.01 for Fire Lt. Promotional process, and Invoice #SA000024713 in the amount of $1,294.33 for Police Sgt. and Lt. promotional testing process. The Board received Invoice #1267 from Conrad Polygraph in the amount of $640.00 for 4 polygraphs for entry-level police candidates. The Board received statement 3796-04 from Klein, Thorpe and Jenkins in the amount of $1,014.26 for legal services rendered and expenses through 2/28/14. It was moved by Chairman Dunne, seconded by Vice Chairman Rachubinski to approve payment for the above referenced bills. Motion carried. F. Chairperson's Report Nothing to report. G. Vice Chairperson's Report Nothing to report. H. Secretary's Report Nothing to report. I. Correspondence The Board received correspondence from Police Lt. Watkins to Chief Byrne recommending Officer Charles Brack be given status and employment as a Police Officer after completing his 2 year probationary period. The Board received a copy of a Letter of Appreciation correspondence from Police Chief Ray Byrne to Officers Jim Schrepferman, Joe Wagner and Scott Frieling for their quick response to the scene and their immediate medical intervention of CPR and the use of the department AED for a call for a subject who was not conscious but breathing. These Officers were commended in recognition of their life saving efforts. Village of Lombard Page 2 Board of Fire and Police Minutes - Final April 25, 2014 Commissioners J. Unfinished Business Fire Chief Paul DiRienzo updated the Board on the Fire Lt. Promotional process. Two of the three grievances have been settled regarding the Lt. promotional process. The candidates have been each given a letter with their scores and ranking up to this point. Candidates have until April 27th to notify the Fire Chief whether they want to continue forward with the process. On April 29, the list will be posted publicly. The written test is complete and will be moving forward with the written test review on April 30th. Once the written test review is done, candidates will get their scores. They will then have seven days to let the Fire Chief know if they still want to proceed with the testing process and then that list will be posted publicly. The last component will be the assessment center and that will be completed in the near future. K. New Business Nothing to report. L. Other Business Nothing to report. M. Executive Session It was moved by Chairman William Dunne, seconded by Vice Chairman Thomas Rachubinski, to recess to Executive Session at 7:14 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 7:28 a.m. Present: Chairman William Dunne Vice Chairman Thomas Rachubinski Secretary Kenneth Florey Guests: Police Chief Raymond Byrne Police Administrative Coordinator Barbara Bartolotte It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey, to deny a conditional offer of employment to police entry-level candidate Vincent Gismondi. Motion Carried. It was moved by Vice Chairman Thomas Rachubinski, seconded by Secretary Kenneth Florey, to move forward with a conditional offer of employment to police entry-level candidate, Jason DeMark. Motion Carried. O.
