A. Call to Order and Pledge of Allegiance
The Friday, May 16, 2014, meeting of the Lombard Board of Fire and
Police Commissioners convened at 7:02 a.m. in the Lombard Village
Hall Board Room, 255 East Wilson Avenue, Lombard, Illinois.

C. Approval of Minutes
It was moved by Chairman William Dunne, seconded by Secretary
Kenneth Florey, to approve the minutes from the regular meeting on
April 25, 2014. Motion carried.

D. Public Participation
Firefighter Union President Tim Moran and the 6
firefighter/paramedics who are involved in the fire lieutenant testing
process informed the Board that they are not happy with the fire
lieutenant testing process. He stated that the reason there was a
grievance regarding the testing process is because six men took a test
and it should be fare across the board. The Union doesn't feel the
testing process was and therefore that is why a grievances were filed.
The Chief's points was a major concern for the testing candidates.
Three of the candidates grieved the results and two of the candidates
points were changed after the grievance and 1 candidates points
stayed the same. At this time, there is no open issue regarding the
Chiefs points. The second grievance was on posting of the scores
and that grievance has been resolved as well. The ongoing grievence
at this time is the assessment center process.
Fire Battalion Chief Coomes would like to address the Board letting
them know that he felt Stanard conducted themselves very
professionally and in his opinion it was a good process. At the
conclusion of the written examination he asked all the candidates how
they felt about the test. They all thought that it was a good test. He
also asked the candidates how they felt about the assessment center,
did they think it was appropriate, was it a good examination, and they
all thought that it was.
The Board is going to hold off at this time on any decisions regarding
the fire lieutenant testing process pending the findings from the
outside attorney investigation. All parties agreed to same and will
continue the discussion at the next Board meeting on June 13, 2014,
pending that the grievence investigation is completed by then.
E. Payment of Bills
The Board received statement 3796-01 & 04 from Klein, Thorpe and
Jenkins in the amount of $712.99 for legal services rendered and
expenses through 3/31/2014.

I. Correspondence
The Board received Letters of Commendation from Battalion Chief Art
Peters to Fire Chief Paul DiRienzo commending firefighter/paramedics
Bob Scholz, Bill Klein and Lt. Mike Ringa for their incredible team
effort, aggressive and coordinated truck operation on a structure fire at
a mansion in Downers Grove. The worked performed by this crew,
who were first on the scene, went above and beyond the call of duty.
The Board received a letter from Firefighter/paramedic Mark Laffrey
regarding the Lieutenants promotional exam and is requesting a
meeting with the Board regarding same. The Board decided that until
the outside grievence investigation is complete they would like to hold
off on the request of a meeting.

J. Unfinished Business
Fire Chief DiRienzo would like to update the Board on the ongoing fire
lieutenant testing process:
On April 30th there was a scheduled written review of the written test
and the Chief was present and the six candidates. The Chief would
like to remind the Board that the written test took place on January
7th. Based on a grievance and until the grievance was resolved the
test scores were to be sealed. The grievance was resolved. The
scores were to be released on April 30th at this review at the Village
Hall. Lori Newcomb, who works for Stanard & Associates did not
bring the tests with her for this review. The tests are in her possession
at this time, still sealed. Ms. Newcomb informed Chief DiRienzo that
she is new to this, never worked with sealed tests before and it was
her error the tests were not brought for the review. The review of the
tests is now rescheduled for Wednesday, May 21st. Ms. Newcomb
does know to bring the tests for review to this meeting. All six
candidates will be there for this rescheduled test review.
There is a grievence investigation ongoing at this time regarding the
fire lieutenant testing process with regard to the assessment center.
Chief DiRienzo provided the Board with a copy of a timeline regarding
this testing process.
September 27, 2013, the test was posted. (Test needs to be posted
for 90 days+);
Applications needed to be submitted by November 29, 2013;
Fire Chief's points were mailed out and awarded on December 19,
2013;
A grievance was filed regarding Chief's points regarding 3 participants
on January 6th. (Day before written exam);
At the Union's request the written exam results were to be sealed until
the grievance was resolved;
Test was given on January 7, 2014 and scores were sealed by testing
company at the Union's request. One week later the assessment
center was held for 2 days. The assessment center testing was
January 15 and 16. Three candidates per day. The scores to remain
sealed at the Union's request;
A grievance was received on February 18 from the Union, in regards
to the assessment center testing process. The grievance time frames
were extended due to external investigation regarding the assessment
center testing process. To this date, the investigation is still ongoing.
The investigation is being done by an outside source hired by the
Village;
On February 28th the Chief's points grievance was settled. There was
an agreement to meet with each candidate if they requested. The

meetings were complete on April 7th;
On April 29th the preliminary standings were posted for all three
components of the test that were completed up to that point;
On April 30th the written test review was scheduled with Standard &
Associates and the testing agent failed to bring the candidates tests to
the review; and
May 21st the written test review is re-scheduled for.
K. New Business
Nothing to report.
L. Other Business
Police Chief Byrne reported to the Board that we have a police
candidate, Jason DeMark, that the Board gave a conditional offer of
employment to, that we are waiting for the psychological and medical
testing reports to come back. The Chief should have those results by
the next Board meeting. We also have another police candidate that
the background investigation is being completed now and will have
those results also by the next Board meeting. The Police Chief hopes
to have this candidate enrolled in the July police academy if the Board
approves of him and extends him a conditional offer of employment .
